The Embassy of Canada in Algeria is pleased to launch its annual call for proposals for the Canada Fund for Local Initiatives (CFLI).
The CFLI is a program designed to support small-scale, high-impact projects in developing countries that are aligned with the thematic priorities of Canada’s Department of Global Affairs. The programme targets projects designed and developed primarily by local partners. Projects are selected and approved by the Canadian embassy or high commission concerned. The CFLI also serves to support bilateral relations between Canada and recipient countries and their civil societies, by strengthening contacts and supporting local initiatives.
Thematic Priorities
- All projects must be aligned with at least one of the CFLI’s thematic priorities:
- Gender equality and empowerment of women and girls.
- Growth for all, including the promotion of women’s economic rights, access to decent jobs and entrepreneurship, investment in the poorest and most vulnerable people, and the preservation of economic gains.
- Environment and climate action, with a focus on adaptation and mitigation as well as water management.
- Projects addressing the following themes may also be accepted:
- Inclusive governance, including diversity, democracy, human rights, and the rule of law.
- Peace and security, with a focus on conflict prevention and peace building.
- Human dignity, including health, education, and nutrition.
Funding Information
- The average contribution from the CFLI is CAN$31,000 (CAN$100,000 is the maximum amount allocated for an eligible project under the CFLI).
Gender Analysis
- In 2017, Canada adopted the Feminist International Assistance Policy. This policy promotes gender equality and the empowerment of women and girls as the most effective ways to reduce poverty and build a more inclusive, peaceful, and prosperous world. In line with this policy, gender analysis is a mandatory part of the CFLI funding application process. The aim of this change is to improve the gender equality outcomes of the CFLI programme.
- A gender analysis will require applicants to:
- study how women, girls, men, and boys are affected differently by the problem their project aims to solve, in particular to ensure that the project does not cause harm.
- consult women and girls in the development of their project proposal; and
- ensure that these views inform the design of the project.
- Please note that consultations may include talking to women and girls in a local community; women and others who work for civil society organisations working in the local community; and men and women decision-makers and change-makers who have knowledge of the local community.
- Inadequate completion of the gender analysis may affect the consideration of your proposal.
Eligibility Criteria
- Eligible recipients are:
- local non-governmental, community and not-for-profit organisations
- Local educational institutions working on local projects.
- international non-governmental organisations working on local development activities.
- international, intergovernmental, multilateral, and regional institutions, organisations and bodies involved in local development activities.
- Municipal, regional, or national government institutions or bodies in the beneficiary country working on local projects.
- Canadian non-governmental and non-profit organizations involved in local development activities.
- The majority of CFLI funding goes to local civil society organisations (including non-governmental organisations) and other institutions at the local level. Other entities, such as international, intergovernmental, multilateral, and regional bodies, may also be eligible, provided they work with local partners on local projects that are in line with CFLI objectives. Similarly, government institutions at the municipal, regional, or national level may receive funding under the CFLI, provided that their projects are essentially local. The CFLI is always looking for innovative projects to fund that achieve measurable results.
Ineligible
- The following costs are not eligible for funding under the CFLI:
- nuclear technologies and facilities
- assistance to military or paramilitary organisations.
- gifts.
- acquisition of luxury items.
- direct financial support to a government.
- seed financing and/or microfinance.
- financing an organisation’s core activities or recurring costs.
- expenses incurred before the contribution agreement is signed or after it expires.
