The UN Women is inviting submissions for the Disability Inclusive Development Programme to support women with disabilities from marginalized and underrepresented groups, and their OPDs, to strengthen their voice and agency to advocate for inclusion and meaningful participation, gender and disability responsive planning, programming and budgeting in line with SDGs at all levels, in particular at the local level.
UN Women in partnership with UNDP and WHO is implementing the Joint Programme funded by UNPRPD titled “Disability Inclusive Development in Nepal”. The project implementation period is from April 2022 to December 2024. The project intends to support the identified priorities for disability inclusive development in Nepal by a) Strengthening the policy/planning environment and coordination mechanisms with full and meaningful participation of organization of persons with disabilities (OPDs), with particular focus on the most marginalized and underrepresented groups to advance Convention on the Rights of Persons with Disabilities (CRPD) implementation; b) Strengthening disability assessment and referral and disability support services; and c) Building the capacity of policymakers, service providers, OPDs and other relevant stakeholders to support the formulation of disability inclusive planning, implementation, and monitoring of SDGs.
In this context, UN Women plans to implement this initiative through the funding support from EU and Government of Finland (GoF). As a part of EU-UN Joint Programme titled ‘Empowered Women, Prosperous Nepal (EWPN), UN Women will implement capacity development interventions to strengthen the voice and agency of women with disabilities from diverse OPDs. Empowered Women, Prosperous Nepal is a four year Joint Programme (JP) together with UNICEF, UNFPA and ILO in partnership with Government of Nepal and European Union. The project will be implemented in three provinces namely Madhesh, Karnali and Sudurpaschim provinces from 2023 to 2026. The JP seeks to address the formal and informal barriers women and girls encounter that prevent them from enjoying their human rights on and equal basis with others.
Objectives
- The overall objective of this initiative is to support women with disabilities from marginalized and underrepresented groups, and their OPDs, to strengthen their voice and agency to advocate for inclusion and meaningful participation, gender and disability responsive planning, programming and budgeting in line with SDGs at all levels, in particular at the local level. The specific objectives are to:
- Strengthen capacities of Elected Representatives and government officials (duty bearers) on rights of person with disabilities at the local level.
- Strengthen the capacity of the women organizations focusing on disabilities to organize and advocate for inclusion and meaningful participation, disability responsive planning, and budgeting in line with SDGs.
- Advocate for gender and disability responsive planning, programming, and budgeting with the government in line with SDGs.
Funding Information
- The budget range for this proposal is approximately USD 140,000- 150,000.00.
- Time Frame: 18 months (July 2024 – December 2025)
Scope of Work
- Objective 1: Strengthen capacities of elected representatives and government officials (duty bearers) on rights of person with disabilities at the local level
- Activity: Advocate for the establishment of and support Local Coordination Committees to respect, protect and fulfil the rights of persons with disabilities in 15 LGUs (total 9 LGUs (3 in each province through EU support) and (6 from GoF support 2 in each province)
- 1.1 Support advocacy for the establishment of Local Coordination Committees in 15 LGUs
- 1.2 Strengthen the capacity of the members of the Coordination Committee to advance the rights of persons with disabilities.
- 1.3 Community level mobile camp to identify persons with disabilities and distribute disability identity card in project communities
- 1.4 Accessibility and Safety Audit of local government premises
- Activity: Advocate for the establishment of and support Local Coordination Committees to respect, protect and fulfil the rights of persons with disabilities in 15 LGUs (total 9 LGUs (3 in each province through EU support) and (6 from GoF support 2 in each province)
- Objective 2: Strengthen the capacity of women organizations focusing on disabilities , particularly women-led OPDs and OPDs of marginalized and under represented groups, to organize themselves and advocate for disability inclusion and meaningful participation, disability responsive planning, programming, and budgeting with the government in line with SDGs
- 2.1: Capacity development support
- 2.2: Organizing and institutional strengthening support to 15 self-help groups and organizations of persons with disabilities
- 2.3: Develop guideline/tool for programme and budget review from disability rights and inclusion perspective and review the fiscal plans and programmes of 15 municipalities in line with ARPD 2017.
- Objective 3: Advocate for inclusive and gender and disability responsive planning, programming, and budgeting with the government in line with SDGs.
- 3.1: Design and deliver orientation training on local level planning process with focus on gender and disability responsive planning and budgeting social accountability and inclusion and for representatives of women’s rights organizations, OPDs and relevant CSOs working on gender and/or disability rights in 15 project LGUs
- 3.2: Organise interactions between OPDs, women’s organisations and relevant CSOs to strengthen linkages and collective capacity for policy advocacy, awareness-raising and information-sharing on disability inclusion and the rights of women with disabilities. The emphasis should be placed on involvement of OPDs, including those from marginalized and underrepresented groups and women organisations to advance the rights of women with disabilities.
- 3.3: Organize interactions between persons with disabilities, taking into account diversity of disability and intersectionality, provincial and local government representatives and relevant key stakeholders (including Local Coordination Committees and other representatives from relevant sectors such as police, health, education, employment, interfaith leaders) in each project LGU to advocate for gender and disability responsive programming and budget.
- 3.4: Facilitate dialogue platform at the federal and provincial level to advocate for disability rights and inclusion.
Geographical Locations
- The initiative will be rolled out in nine LGUs from three provinces (three in each) namely Karnali (Surkhet) , Madhesh (Janakpur) and Sudurpaschim (Kailali) of Nepal.
- Under EU Support:
- Madhesh- Janakpur, Agnisair Krishna Savaran, Pakahamainpur, and Birgunj
- Karnali- Birendranagar, Narayan, Shuva Kalika and additional Palikas
- Sudurpaschim- Badimalika, Dipayal Silgadhi, Belauri,
- Under GoF’s support:
- 2 LGUs in Rautahat district (Madhesh Province); 2 LGUs in Kailali (Sudurpachim Province) and 2 LGUs in Surkhet (Karnali Province)
Eligibility Criteria
- A minimum of five years of experience working with persons with disabilities, in particular women with disabilities and supporting them to address organizational challenges, challenge social stigmas, negative attitudes around disability and advocate for disability rights from gender and intersectional lens.
- Demonstrable organizational experience on promoting the rights of persons with disabilities, in particular women with disabilities and other marginalized and underrepresented groups.
- Proven technical competencies in the application of human rights-based and feminist approaches to advance gender equality and for ensuring their voices and needs as rightsholders.
- Demonstrable experience in implementing programmes on gender equality, disability inclusion and women’s empowerment, and in formulating result-oriented programme, monitoring programme based on indicators and quality reporting.
- Proven organizational experience in building strategic partnerships, connections and networks with relevant partners, including government agencies, community-based organizations, CSOs at the provincial and local level.
- Demonstrable commitment to working with women, girls, other genders that are economically, socially, culturally, or otherwise excluded, excluded, marginalized and/or underrepresented.
