The Center for Disease Control and Prevention is currently inviting applications for its program entitled “Behavioral and Biological Surveillance of HIV among Key Populations to Improve HIV-related Services and Utilization in Zambia under the President’s Emergency Plan for AIDS Relief (PEPFAR)” with an aim to provide a mechanism that will tailor a. surveillance system complimentary to population-based surveys for vulnerable groups. Special attention to sensitive sampling of key populations and measurement of risk behaviors illegal under Zambian law is needed in order to provide a better profile and understanding of HIV transmission in Zambia.

In order to achieve epidemic control in Zambia by 2020, the development of an integrated bio-behavioral surveillance system (IBBSS) among key population (KP) and priority population will provide critical information for policy and strategy development. While finding from geographically-limited targeted mapping and size estimation have guided PEPFAR Zambia in the size and location of such at-risk populations, robust HIV and STI prevalence estimates and behavioral data are still needed. The purpose of national IBBSS for KPs is to monitor the HIV epidemic, to detect changes over time in HIV-risk behaviors and HIV prevalence among populations at high risk for HIV infection and inform and evaluate HIV prevention activities.

The purpose of this opportunity is to understand the burden of HIV among KP in Zambia and to provide support for the implementation of public health surveillance among key population (KP) in order to increase access and utilization of HIV related services including care and treatment among KP.
