The Office of Minority Health (OMH) announces the availability of funds for Fiscal Year (FY) 2021 to establish a Center for Indigenous Innovation and Health Equity (CIIHE), for which OMH will provide the organizational structure and operational framework.
The CIIHE will support efforts including education, service and policy development, and research related to advancing sustainable solutions to address health disparities and advance health equity in the American Indian and Alaska Native (AI/AN) and Native Hawaiian and Pacific Islander (NHPI) populations.
OMH expects the recipients to implement the CIIHE by:
- managing the CIIHE advisory board;
- partnering with academic institutions, indigenous leaders and AI/AN and NHPI communities on CIIHE activities;
- identifying and disseminating culturally appropriate evidence-based and/or evidence-informed interventions, and lessons learned; and
- designing and providing education and training to support community capacity-building.
Expectations
- The CIIHE will function as a single initiative, coordinated by OMH, through two cooperative agreements to be awarded through this funding opportunity. Each award will focus on one of the two focus populations:
- AI/AN populations
- NHPI populations
- An application may only address one focus population. An applicant may submit one application for each focus population.
- Develop and implement a disparity impact statement
- Participate in and contribute to the CIIHE advisory board
- Identify and disseminate interventions and lessons learned
- Provide education and training to support community capacity-building
- Establish partnerships to support CIIHE activities
- Develop and implement a process and outcomes evaluation plan
- Develop and implement a sustainability plan

- Estimated Federal Funds Available: $ 2,000,000.00
- Anticipated Number of Awards: 2
- Award Ceiling (Federal Funds including indirect costs): $1,000,000.00 per budget period
- Award Floor (Federal Funds including indirect costs): $500,000.00 per budget period
- Estimated Period of Performance: Not to exceed 2 years
- Anticipated Initial Budget Period Length: 12 months
Eligibility Criteria
Any public or private nonprofit entity located in a State (which includes one of the 50 United States, District of Columbia, Commonwealth of Puerto Rico, U.S. Virgin Islands, Commonwealth of the Northern Mariana Islands, American Samoa, Guam, Republic of Palau, Federated States of Micronesia, and the Republic of the Marshall Islands) is eligible to apply for an award under this announcement. Faith-based organizations, American Indian/Alaska Native/Native American (AI/AN/NA), and Native Hawaiian and Pacific Islander (NHPI) organizations are eligible to apply. Examples of eligible institutions include:
- State Governments
- County Governments
- City or township governments
- Special district governments
- Independent school districts
- Public and State controlled institutions of higher education
- Native American tribal governments (Federally recognized)
- Public Housing authorities/Indian housing authorities
- Native American tribal organizations (other than federally recognized tribal governments)
- Nonprofits having 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits without 501(c)(3) status with the IRS, other than institutions of higher education
- Private non-profit institutions of higher education
- U.S. Territories
