The United Nations Development Programme (UNDP) is accepting proposals specifically related to UNDP project ‘‘Addressing the Issue of Missing Persons through supporting meaningful victim participation and building responsive justice and security sector institutions, or short “Missing Persons Project”.
The project is jointly implemented by UNSMIL and UNDP and funded by the Netherlands’ Ministry of Foreign Affairs.
Objective
- The objective of this Call for Proposals is to support national NGOs and civil society organizations (CSOs) to support truth-seeking efforts through documentation of cases of missing persons in target areas: Benghazi, Derna, Kufra, Misrata, Murzuq, Sebha, Tarhuna, Tawergha, and Tripoli in Libya. This effort will pave the way for future transitional justice and rights-based reconciliation by enabling meaningful participation and advocating for victims and their communities’ right to lead a transformative process.
- Through this LVG, selected CSOs will be expected to conduct trauma-informed interviews with families of missing persons and collect information about cases in their respective regions. Additionally, based on this information, the CSOs are expected to compile a comprehensive report documenting cases of missing persons in target areas with information such as needs and demands of victims, etc. The report will also provide recommendations for future victims-centered transitional justice and truth-seeking processes in Libya.
Scope
- The selected national CSOs / NGOs- are expected to conduct the following activities:
- Collect data on missing persons in target areas, using dedicated statement taking form. Expected activities include, but are not limited, to interviewing families, experts, and witnesses on specific cases or patterns of missing persons. The information collected will include case details, key needs of families, and results of CSO’s investigations.
- Submit final report summarizing key findings, concrete suggestions for advancing needs and demands of families, and recommendations for a victims-centered transitional justice
Funding Information
- Proposals amounts should range from a minimum of USD 5,000 for direct interventions in a single community/ activity or geographical area to a maximum of USD 10,000 for direct interventions in multiple communities/ activities or geographical area within the country as stated in the TOR.
Duration
- Project duration will not exceed three (03) months beginning in October 2024.
Outcomes
- Through this Low Value Grants (LVG), the project seeks to achieve the following outcomes:
- “Victims of missing persons are better equipped to engage in national and international transitional justice (TJ) initiatives, and to seek justice and security services. Additionally, security and justice sector actors are better equipped to make security and justice institutions more responsive, accountable, and better able to prevent gross human rights violations.”
Expected Deliverables
- Expected Deliverables include the following:
- Design documentation tools, such as statement taking forms and stakeholders mapping for the respective area.
- Complete questionnaires from interviews with families (primary data)
- Final report detailing the results of investigations and recommendations
Eligibility Criteria
- Interested National NGOs/CSOs must meet the following criteria to be eligible for the selection:
- Libyan NGOs/ CSOs that are officially and duly registered organization (registered civil society and non-governmental organizations, including non-governmental academic or educational institutions) are eligible to apply
- The organization (and partners) has project management capacity to manage grants (including staff, equipment, facilities and ability to handle budget for the activities)
- The organization’s experience with engaging in partnership for implementing similar action/grants
- Demonstrated organization’s management structure and supervisory staff adequate to achieve the expected results
- At least two (02) years of relevant experience and/or technical expertise in the field of human rights and accountability in the last four (04) years
