UN Women seeks to partner with a national non‐profit organisation/consortium to implement the proposed intervention in three provinces, namely Madhesh, Karnali and Sudurpaschim.
Applying agencies are encouraged to form consortium with CSOs representing diverse and intersectional identities of women and excluded groups, operating at both federal and provincial/local levels.
In line with UN Women NCO’s GBV strategy, NCO, through its partners, has been providing gender responsive essential services for GBV survivors, including legal aid, psychosocial and mental health support, and access to information to facilitate their transition from victims to survivors. This includes enhancing the availability and accessibility of helplines and counseling services through community‐ based networks and counsellors with an overall aim of encouraging help‐seeking behavior by conducting sensitization and training programs and establishing referral pathways for women, girls, and marginalized groups experiencing or at risk of GBV.
Objectives and Scope of Work
- The primary aim of this intervention is to strengthen women’s networks, grassroots organizations, and excluded groups in preventing and addressing GBV as well as to provide the necessary skills to enhance community‐based social accountability at the local level through tools like the right to information, citizen report cards, public hearings, and social audits.
- The specific objectives of the project are:
- To strengthen women’s networks, grassroots women’s organizations to prevent and respond to GBV and to influence policies, laws and regulations.
- Activity 1.1: Provide targeted support to grassroots women’s organizations and the women’s group to prevent and respond to GBV.
- Activity 1.2: Conduct advocacy to activate/reform GBV related funds at the local level in the federal context.
- Activity 1.3: Support grassroots women’s organizations in designing and implementing GBV prevention awareness campaigns.
- To enhance capacities of youth, women’s networks, civil society organizations to influence decision‐making, engage in evidence‐based civic dialogue/action and demand accountability and transparency for GEWE.
- Activity 2.1: Strengthen the capacities of youth, women’s networks and CSO to hold the local duty bearers accountable.
- Activity 2.2: Support women’s and excluded groups on leveraging RTI or other social accountability tools.
- Activity 2.3: Develop a booklet or printed IEC materials on women’s entitlement.
- To strengthen women’s networks, grassroots women’s organizations to prevent and respond to GBV and to influence policies, laws and regulations.
Funding Information
- The estimated budget range for this proposal is USD 175,000.00 ‐ 180,000.00.
Time Frame
- September 2024 ‐ September 2026 (two‐year programme period.) The actual project start date will be based on project agreement date and may vary.
Outputs
- Individuals (including men and boys) and institutions have increased capacities to promote positive social norms and eliminate gender‐ based harmful practices.
- Women, girls and LGBTIQ+ persons, especially from excluded groups, have adequate capacities to meaningfully engage and influence governance processes at all levels.
- Women and girls have increased capacity to advocate for gender equality and the rights of women and girls, hold duty bearers accountable for action on GEWE, and challenge discriminatory social and gender norms both individually and collectively.
- Youth, women’s networks, civil society organizations have enhanced capacity to influence decision‐ making, engage in evidence‐based civic dialogue/action and demand accountability and transparency for GEWE.
Eligibility Criteria
- Operating for at least five years with demonstrated programmatic experience related to institutional strengthening of women’s rights organizations and networks, advocacy, or advancing efforts to ending violence against women and girls and promote gender equality more broadly.
- Understanding and applying a survivor‐centred approach, including GBV guiding principles, such as safety, confidentiality, respect for human rights and non‐discrimination.
- Experience working with diverse partners, including marginalized groups and multiple stakeholders; and existing relationships with feminist organizations, allies, networks, and other relevant stakeholders and with experience of implementing Social Accountability tools.
- Be a women’s rights organization, network, or coalition organization, with organizations led by women in all their diversity considered as an asset.
- Proven technical competencies in the application of human rights‐based and feminist approaches and social accountability tools to advance gender equality and for ensuring their voices and needs as rightsholders.
- Demonstrable experience in implementing programmes on gender equality, disability inclusion and women’s empowerment, and in formulating result‐oriented programme, monitoring programme based on indicators and quality reporting.
- Proven organizational experience in building strategic partnerships, connections and networks with relevant partners, including government agencies, community‐based organizations, CSOs at the provincial and local level.
- Demonstrable commitment to working with women, girls, other genders that are economically, socially, culturally, or otherwise excluded, excluded, marginalized and/or underrepresented.
- A robust monitoring and evaluation system, participatory monitoring and evaluation mechanisms to measure the effectiveness of gender equality interventions and ability to adapt approaches as needed.
