The Scientific Information Center of the Interstate Commission for Water Coordination in Central Asia with the support of the United Nations Environment Programme (UNEP), is implementing the project “Facilitating Region-specific approaches to addressing Climate and Environment-related Risks for Socio-economic Stability” in Central Asia.
The project aims to strengthen the capacity of local stakeholders to identify environment and climate-related risks for socioeconomic stability at the community levels, and to programme effective risk reduction and response measures.
In particular, the project aims to equip and empower local communities in the Ferghana Valley, covering Kyrgyzstan, Tajikistan and Uzbekistan, as well as to increase engagement with a wider range of stakeholders to scale up actions to address climate-related risks.
Goals
- Facilitate and organize community planning sessions with target communities, using the adapted UNEP tools to identify and prioritize locally-led adaptation measures, with a focus on nature-based solutions.
- Based on the identified community adaptation solutions, develop Community Climate Change Adaptation Action Plan” (CCCAAP), incorporating relevant assessments, and submit them to SIC ICWC for review.
- Liaise with local authorities for the implementation of the developed CCCAAP and alignment with local plans, when possible.
- Implement the selected locally led adaptation interventions, including procurement, implementation, and monitoring.

Eligible Activities
- Stage 1:
- Develop a design and methodology (including a procedure for determining the sample of target groups, main beneficiaries, baseline and final evaluation) for the implementation of the subproject.
- Develop a plan for monitoring and evaluating the implementation of the sub-project.
- Stage 2:
- Participate in a training of trainers conducted by SIC ICWC specialists and local national experts in each country on the adapted UNEP methods and tools, with the involvement of five representatives, among whom there should be at least 2 women.
- Under the support and guidance of the SIC national project coordinator, translate the training package on adapted UNEP methods and tools into the national language and submit it to SIC ICWC for approval.
- Stage 3:
- Facilitate and organize community planning sessions with target communities, using the adapted UNEP tools to identify and prioritize locally-led adaptation (LLA) measures, with a focus on nature-based solutions.
- At the first session, create a communication group for all interested participants using a popular messaging platform and share the invitation link with SIC ICWC.
- Stage 4:
- Finalize the CCCAAP, with the technical support and advice of SIC ICWC, ensuring broad community engagement and gender sensitivity with a focus on strengthening the resilience of local communities to climate risks.
- To procure, contract, implement and monitor priority LLA projects, ensuring their full implementation within the established time frame.
- Stage 5:
- Actively participate in the regional network and at Forum in Tashkent coordinated by SIC ICWC.

Eligibility Criteria
- NGOs must have the following qualifications:
- At least 3 implemented projects related to environment or climate at local or community level in the last 10 years.
- Experience in developing curriculum, materials or guidance on climate change and adaptation within the last 10 years.
- Experience in organizing and conducting capacity building trainings over the past 10 years.
- Experience in developing and conducting surveys or questionnaires among rural populations.
- At least 5 years of experience in cooperation with government and/or international organizations.
- Availability of our own or hired qualified team, ready to perform the work in accordance with the technical specifications.
- Proven experience in preparing analytical materials, assessments or reports.
