UNDP is seeking proposals from civil society organizations (CSOs), focusing particularly on youth and women organizations and organizations of the persons with disabilities to implement high impact programs on the advancement of civic engagement and public outreach on the ongoing processes of reconciliation and federalization in Somalia with a geographical focus on Hirshabelle, Puntland, Galmudug, Southwest, Jubaland and Banadir Region.
The intention of this call is to engage with the citizenry through civic engagement and public outreach campaigns, which are essential to create civic knowledge and enhance public participation in the processes of reconciliation and federalization.
The Reconciliation and Federalism Support (REFS) Project recognizes various layers of reconciliation with a strong focus on civil society engagement by supporting different initiatives and efforts aimed at strengthening the capacity of state structures to engage citizens in reconciliation and federalization processes.
Funding Information
- The budget allocated for this grant should not exceed USD 30,000 per grant.
- The time-period for implementation is 3 months.
Outputs and Activities
The CSO Engagement is in line with the approved project document of REFS under both outputs 1 and 2 as follows:
- Output 1 Reconciliation Mechanisms established in Support of Administrative Arrangements in the Federal Context
- Activity 1.3 Strengthen State and Non-State Actors Capacity and Government-Citizen Engagement to support State Legitimacy
- Output 2 Federalism is Organised, Consistent and Coherent in all Federal Member States (organization, roles, responsibilities, powers) with the FGS
- Activity 2.2 Increasing Public Awareness and CSO Engagement on Federalism and State building.
- The REFS project is also contributing to peacebuilding at key flashpoints at sub-national levels.
Eligibility Criteria
- Low-Value Grants (LVGs) would be awarded to civil society organizations (national or international), non-governmental organizations, including academic, research, training, advocacy, educational, institutions, and community-based and art/culture/heritage-related organizations.
- All applying (local) organizations must be nonprofit registered in Somalia under the applicable laws and have a physical presence in the regions (district) they are proposing to work, or effectively demonstrate how they will be present through partnerships.
- Eligible organizations can apply as:
- Organizations Independently,
- or as a Consortium of organizations. The Consortium must clearly state the lead agency and the other organizations.
- Local Civil Society Organizations/NGOs/Think Tanks who can fulfill the required criteria.
