The European Commission (EC) has launched a call for proposals to contribute to the economic, social and territorial development of the programme area by fostering integration, joint development and use of potentials and opportunities to make the area attractive to live and work.
Objectives
- Increasing employability and employment opportunities
- Improving waste management and waste water treatment
- Improving capacities for exploiting tourism potentials of the progamme area
Priorities
The three thematic priorities of the programme document
- Promoting employment, labour mobility and social and cultural inclusion across the border.
- Protecting the environment, promoting climate change adaptation and mitigation, risk prevention and management.
- Encouraging tourism and cultural and natural heritage
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 3.412.806,29.
- Indicative EU-funded allocations by specific objective:
- Increasing employability and employment opportunities: EUR 766.403,15
- Improving waste management and waste water treatment: EUR 1.880.000,00
- Improving capacities for exploiting tourism potentials of the programme area: EUR 766.403,14
Eligibility Criteria
- Lead applicant(s)
- In order to be eligible for a grant, the lead applicant must:
- be a legal person, and
- be non-profit-making, and
- be effectively established in either Republic of Serbia or Montenegro, and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary, and
- In order to be eligible for a grant, the lead applicant must:
- Co-applicant(s)
- The lead applicant must act with at least one co-applicant as specified hereafter.
- If the lead applicant is established in Republic of Serbia at least one co-applicant must be established in Montenegro and vice versa.
- At least two legal entities in the partnership, one per participating country, being the lead applicant or the co-applicant, must be effectively established or have an office in the programme eligible area.
- Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
- Co-applicants must sign the mandate form.
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
- Only entities having a structural link with the applicants (i.e., the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link encompasses mainly two notions:
- Control, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated to an applicant may hence be:
- Entities directly or indirectly controlled by the applicant (daughter companies or fast-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
- Entities under the same direct or indirect control as the applicant (sister companies).
- Entities affiliated to an applicant may hence be:
- Membership, i.e., the applicant is legally defined as a e.g., network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association…) as the proposed affiliated entities.
- Control, consolidated financial statements and related reports of certain types of undertakings:
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
