UN Women is calling for proposals for Interim Protection Arrangements for Flood Affected Most-At-Risk Women and Girls.
The objective of this call is to provide interim protection support to flood affected women and adolescent girls, elderly women, women with disabled family member who would have to remain in temporary/makeshift evacuation shelters or in open spaces like roads or embankments for quite some time before returning to their own houses to live in safety.
These temporary multipurpose women’s centres would thus be an interim arrangement to protect them from protection crisis, gender-based violence risks like trafficking, sexual abuse, exploitation leading to life threatening condition.
UN Women in consultation with other UN agencies, local administration and local CSOs is planning to set up multipurpose women centres for 4 to 5 months as interim protection arrangement in the three most affected districts namely Sylhet, Sunamganj, and Netrokona.
The temporary multipurpose women’s centres would thus be an interim arrangement to protect them from protection crises, GBV risks like trafficking, sexual abuse, exploitation leading to life threatening conditions, until the time they are able to go back home. Lifesaving cash support will also be provided to 10,000 women and girls to meet specific practical needs in locations where displaced people are facing additional challenges.
UN Women’s life-saving interim protection arrangement will complement other sectoral assistance and reduce protection risk and adoption of negative coping strategies.
Scope of Work
The main task of the RP includes the following activities but not limited to:
- Identify and document the most vulnerable women and girls, who are displaced and whose houses are uninhabitable, following UN agency’s comprehensive list.
- Construct temporary multipurpose women’s centres in consultation with the comprehensive beneficiary list.
- Reach most vulnerable women and girls who are displaced and whose houses are uninhabitable; and provide them with interim protection support and relevant lifesaving information at multi- purpose women’s centres
- Provide cash support to 10,000 women and girls to meet specific protection needs at displaced locations.
- Coordinate with WFP and UNFPA’s local partners in the project locations and ensure women at multi-purpose women’s centres receive food rations from WFP and dignity kits from UNFPA.
- Establish a mechanism in the centres to record and handle Sexual Exploitation and Abuse (SEA)-related complaints. Also, an accountability mechanism to the affected population to be established in collaboration with other UN agencies.
- Prepare 6 human impact stories along with good quality photographs.
Duration: Starting from 12 August 2022 to finish 31 December 2022.
Competencies
- Technical/functional competencies required
- Demonstration of strong background on emergency response, protection, and disaster management issues.
- Proven experience operating in the affected areas as defined in the Call for Proposals (CfP).
- Working experience with women led CSOs.
- Other competencies, which while not required, can be an asset for the performance of services
- Demonstrated track record of supporting UN and I/NGOs in emergency response.
- Organizational profile having adequate permanent human resources and other office equipment and logistic support.
- Financial capability should be shown as financial turnover supported by a registered audit firm for the last three years.
