In connection with the start of the 8th Operational Phase, the GEF SGP Program in Kyrgyzstan is recruiting experienced, committed and impartial individuals with extensive knowledge and experience in the field of conservation and restoration of the environment at the local and national levels to fill 3 vacant positions on the National Coordination Committee of the Program.
The program provides grant support for small projects worth up to 50 thousand US dollars, implemented directly by local communities, including NGOs, jaamats and other public organizations, on such thematic priorities as biodiversity conservation, climate change, prevention of land degradation and sustainable forest management, protection of the quality of international waters, chemical and household waste management.
The GEF SGP uses a decentralized, country-driven approach. In each participating country, the Programme is implemented by a National Coordinator (NC) and a National Coordinating Committee (NCC), with administrative support from UNDP. The NCC is composed of volunteer members representing NGOs, academic and research institutions, other civil society organizations, as well as UNDP and government agencies, provided that civil society representatives constitute a majority. The NCC determines the overall and strategic directions of the Programme’s activities in the country and participates in the development and implementation of strategies to ensure the sustainability of the Programme.
Roles and Responsibilities
- The NCC is the central element of the GEF SGP, which provides strategic management and contributes to the substantive part of the Program implementation, in coordination with the SC. The NCC is responsible for reviewing, selecting and approving projects for grant support in accordance with the strategic objectives of the GEF SGP, as well as ensuring their technical and substantive quality. In cooperation with the GEF SGP National Focal Point, the NCC contributes to the development of the Country Strategy for the Program, in accordance with the Project Document and national environmental priorities, and monitors and evaluates the success of the Program in the country. It is also expected that NCC members will assist in attracting additional resources for the implementation of the Program and in actively promoting the experience of the GEF SGP and its achievements in the development of national development plans and regulations.
- The main functions and responsibilities of the NCC include the following:
- participation in the development, approval, periodic revision and implementation of the Country Strategy of the program;
- creation of mechanisms to ensure the sustainability of the Program;
- review and approval of project proposals for grant support submitted to the GEF SGP by NGOs and public organizations and pre-checked by the National Coordinator, in accordance with established criteria and procedures;
- monitoring the implementation of approved projects, where necessary;
- coordinating changes to grant projects, as well as termination of grant agreements based on conclusions obtained from the results of monitoring and evaluation of projects, when necessary;
- providing assistance to the GEF SGP in attracting additional resources for the implementation of projects by grant recipients, as well as for the overall implementation of the Program in the country;
- assistance to the GEF SGP and its projects in actively promoting the experience of the GEF SGP and its achievements in the development of national development plans and regulations
- raising public awareness of the GEF SGP by communicating its activities and achievements through its contacts and group networks.
Criteria
- The following criteria will be used in selecting members of the NCC:
- practical experience and/or in-depth knowledge in the field of environmental conservation and restoration at national and local levels;
- substantive knowledge of GEF thematic priorities such as biodiversity conservation, climate change, preventing land degradation and sustainable forest management, protecting international waters quality, and/or chemical and municipal waste management;
- representation of the interests of civil society, or academic and scientific institutions;
- experience working with local communities and civil society organizations to adequately represent their interests and needs
- citizenship of the Kyrgyz Republic
- practical experience in the development and/or implementation of projects
- experience in ensuring the participation of women, youth, persons with disabilities and/or indigenous peoples in the initiation and implementation of projects.
- During the selection, the need for representation of the country’s regions in the NCC, representation of youth and persons with disabilities, as well as equal representation of men and women will be taken into account. The experience and knowledge of the NCC members will be taken into account so that, to the extent possible, all thematic priorities of the GEF are also represented in the NCC. Given the geographic priorities of the Country Strategy for the 8th Operational Phase of the Program, it is expected that at least 1 of the selected NCC members will represent Batken and/or Osh oblasts.
