The French Embassy of Cambodia is seeking proposals for Cambodian civil society on the theme “Mental health and freedom to be of the LGBT+ community”.
The Fonds Equipe France- organisations de la society civile (FEF-OSC) is the main tool used by French embassies worldwide to support civil society.
The aim of the FEF-OSC fund is to strengthen the role of local civil society as a player in local development, to encourage the creation of networks and coalitions of civil society actors and to bring about innovative and sustainable solutions that improve the living conditions of beneficiary populations in the long term.
This FEF-OSC is the first to be supported by the French Embassy in Cambodia and its theme is: “Mental health and freedom of being for the LGBT+ community in Cambodia”.
Objectives
- Overall project objective:
- The overall objective of this FEF-OSC is to support the advocacy of Cambodian LGBT+ civil society, particularly young people, by facilitating the creation of spaces for exchange, self-expression and sustainable access to psychological support. Through this project, the French embassy hopes to strengthen the actions of civil society organisations working on gender issues and the rights of LGBT+ people, give them greater visibility and raise awareness of the mental health issues that this population faces.
- Specific objectives and project areas:
- Three specific objectives will make it possible to achieve the overall objective set by this project. The projects proposed by civil society organisations must therefore fall within the scope of at least one of these three specific objectives:
- Advocacy with the general public and local authorities on the political and social issues surrounding the LGBT+ cause;
- Access to adequate, inclusive and non-confrontational psychological support for LGBT+ people;
- Creating spaces for dialogue and artistic or sporting expression for Cambodian LGBT+ youth.
- Three specific objectives will make it possible to achieve the overall objective set by this project. The projects proposed by civil society organisations must therefore fall within the scope of at least one of these three specific objectives:
Funding Information
- For the launch of its first FEF-OSC, the French Embassy in Cambodia has chosen to support the advocacy and work of these CSOs with a budget of €238,000 to co-finance 3 to 5 projects proposed by civil society.
- Projects must have a budget of between $20,000 and $100,000. It is possible to propose a project as a consortium or coalition of CSOs. In this case, the budget of the proposed project may not exceed $160,000.
- The area of intervention covers the whole of Cambodia and CSOs wishing to implement projects in provinces other than Phnom Penh are strongly encouraged to do so. Projects may last up to 22 months (from May 1st 2024 to February 28th 2026). LGBT+ people, in particular young people and cis or trans LGBT+ women, are the target audience for the projects.
Eligible Projects
- To be considered eligible for this call for projects, the proposed projects must meet the following criteria:
- At least 10% of the budget requested must be co-financed by the organisations carrying the project;
- Projects must run for a maximum of 22 months (until February 2026);
- Projects must have a budget of between approximately $20,000 and $100,000; A project may be submitted by a consortium of CSOs and must then have a budget of $160,000 or less;
- Projects should not be one-off actions whose effects are only temporary, but actions whose effects are sustainable and visible over time.
- In addition to these criteria, particular attention will be paid to projects that meet one or more of the following criteria:
- Projects created by and for young people;
- Projects with an intersectional dimension, taking into account different factors of psycho-social vulnerability;
- Projects relating to the mental health and well-being of the LGBT+ community, taking particular account of the differences in treatment, stigmatisation and physical and psychological violence experienced by women in the LGBT+ community;
- Projects presenting an innovative approach, solution or implementation.
Eligibility Criteria
- This call for projects is open to civil society organisations under Cambodian law.
- Several profiles of project holders are sought and accepted if they meet one or more of the following criteria:
- Small CSOs (with an annual budget of less than or around $15,000) established in Cambodia for at least two years (2022), either with a formal or informal status;
- Medium-sized CSOs (with an annual budget of more than $15,000 and less than $200,000), established in Cambodia for at least 3 years (2021) and registered with the local authorities;
- It is imperative that the proposed projects are completed. Project leaders are therefore required to have previous experience in managing a project with a similar budget and/or objectives.
- In addition to these criteria, particular attention will be paid to profiles corresponding to one or more of the following criteria:
- CSOs where gender equality is taken into account in the internal organisation as well as in the implementation of projects;
- CSOS based in provinces other than Phnom Penh, or working regularly on missions in these provinces;
- CSOs led by the youth (<35 years old) in the presidency, programme and project management, etc.
