CFPs: Promoting Increased Action on Gender Responsive Climate Change Adaptation & Mitigation (Bangladesh)

UN Women has issued a call for proposals to support initiatives that enhance gender-responsive approaches to climate change adaptation and mitigation.

UN Women Bangladesh seeks to partner with a national organization/women Rights-Organization with the necessary technical capacity. The project aims to initiate the following broad activities under the Outcome, cited above, to strengthen the process of gender-responsive climate change adaptation and mitigation at both the local and national level:

• Develop time-bound (2025 – 2050) sectoral Gender Action Plans for Adaptation to Climate Change (GAPACC). It should be costed and have a clear monitoring framework.
• Enhance the capacity of district and Upazila level officials of the Ministry of Environment, Forest and Climate Change (MoEFCC) and seven other most relevant Ministries (to be selected).
• Strengthen the ‘Gender’ and ‘Climate Change’ Focal Point system in the government of Bangladesh in seven selected Ministries

The overall assignment is for to engage a responsible party to support the implementation of one of the Outcomes: “National actors are more knowledgeable to implement and monitor gender-responsive and human rights– based climate change policies and plans” of the Empower project.

Funding Information

• The budget range for this proposal should be 1,70,00,000 BDT – 1,90,00,000 BDT.

Required Services/Results

• The detailed activities are mentioned below:
  • Develop time-bound (2025 – 2050) sectoral Gender Action Plans for Adaptation to Climate Change (GAPACC) for the eight selected ministries. The plans shall be costed and include clear monitoring frameworks. 
    • Under this activity, the responsible party will undertake assessment of existing policy, strategy and programming frameworks of the selected Ministries (8) from gender, especially from CCGAP lens. The RP will have to review all relevant global agreements and frameworks particularly Sendai Framework on DRR and Paris Agreement; national climate policy documents and action plans and other associated sectoral policy documents, including the CCGAP 2023, National Adaptation Plan (2023-2050).
    • Produce a report on the status, based on the assessment.
    • Undertake consultations with the Ministries to discuss the need for Gender Action plan for Adaptation to Climate Change (GAPACC) and help prepare the outlines of specific ones for their Ministries.
    • Draft the GAPACC, share with the Ministries and UN Women, get feedback and incorporate those and finalise. Each of the GAPACCs should be costed, and time bound (2024 to 2050); while include a monitoring framework with robust indicators.
    • Support the process of getting approval of the GAPACC within each of the 8 Ministries: presentations, follow-ups.
    • Expected Deliverables: 
      • Assessment Report
      • Costed GAPACC (8) with monitoring frameworks.
  • Enhance the capacity of district and Upazila level officials of the target (8) Ministries.
    • The RP will conduct a capacity assessment of the officials of the target Ministries at district and upazila levels on their knowledge and skills on gender responsive climate action.
    • Produce the assessment report
    • Develop training module on gender equality and climate change adaptation based on the assessment
    • Develop training module to give orientation to the field level officials on their sectoral GAPACC
    • Conduct follow-up training on GAPACC
    • Undertake assessment of the results of the capacity building initiative, and prepare a report on that.

      • Report on the results of the training through follow up events
  • Strengthen the ‘Gender’ and ‘Climate Change’ Focal Point system in the government of Bangladesh in eight target ministries 
    • Organise consultations with the ‘gender’ and ‘climate change’ focal points of target 8 ministries and departments to assess the current roles and responsibilities and the level of their understanding about gender responsive climate actions.
    • Based on the assessment, draft TORs for the ‘Gender’ and ‘Climate Change’ focal points
    • Finalise Terms of Reference based on feedback from MoEFCC, UN Women and other stakeholders.
    • Expected Deliverables:
      • Draft TORs for ‘Gender’ and ‘Climate Change’ focal points of the government ministries and departments

Competencies

• Technical/functional competencies required
  • At least 10 years of demonstrated experience in implementing programmes on gender-responsive climate change, disaster risk reduction, gender equality, and women empowerment; and in formulating result-oriented, and monitoring frameworks based on indicators.
  • Experience of working with government of Bangladesh, and policies and strategies
  • Demonstrated experience in policy advocacy through evidence-based research and providing capacity development support through organizing capacity development interventions including training, meeting, dialogues, seminars, conferences, consultations, and conventions.
  • Experience of working at local level with different government departments
• Other competencies, which while not required, can be an asset for the performance of services
•  Operational competencies required: 
  • Demonstrated track record of supporting UN and other International/National NGOs.
  • Organizational profile having adequate permanent human resources and other office equipment and logistic support.
  • Financial Capability should be shown as financial turnover supported by a registered audit firm for the last three years.
