The International Renaissance Foundation is seeking proposals for promoting the development and more active use of forms of public participation at the local and regional levels by strengthening the ability of members of territorial communities of cities, villages and towns to implement the forms of direct people’s power at the local level provided for by the legislation of Ukraine.
The purpose of the competition is to promote the development and more active use of forms of public participation at the local and regional levels by strengthening the ability of members of territorial communities of cities, villages and towns to implement the forms of direct people’s power provided for by the legislation of Ukraine at the local level (OSN, general meetings of members of territorial communities by place of residence, local initiatives, public hearings, activities of advisory bodies, etc.).
Priorities
- The project proposal must provide for the implementation of systematic work on the creation of conditions and practical use of public participation tools at the level of the region or individual (s) territorial communities chosen by the participant of the competition, and may provide for the following activities (the given list is not exhaustive):
- study of the state of regulation and the practice of using forms of public participation within the selected territory in order to identify gaps in their regulatory regulation;
- development, public discussion and advocacy of projects of local normative legal acts, which will provide for the improvement/creation of conditions for the development and implementation of forms of public participation (statutes of territorial communities, regulations on certain forms of local democracy, changes to them, targeted programs for the development of civil society, etc.);
- provision of legal assistance, advisory, informational, methodical, organizational and other types of services to interested members of territorial communities, initiative groups, civil society institutions in the process of implementing the forms of public participation provided for by the legislation of Ukraine at the local and/or regional level(s), including .h when interacting with local state authorities and local self-government bodies and their officials;
- training of members of territorial communities in the use of tools of public participation (in particular, with regard to defending the rights to their use), public control, etc.;
- promoting the development of self-governments and the use of tools of direct democracy (taking into account the restrictions imposed by wartime legislation), in particular in settlements where local self-government bodies are not located.
Funding Information
- The total budget of the competition is 9,791,900 hryvnias.
- The optimal amount of the grant is 700,000-800,000 hryvnias.
- The maximum amount of the grant is 1,000,000 hryvnias.
Eligible Projects
- Preference will be given to projects that include:
- development of tools for public participation in the territory of villages, towns and small towns;
- involvement as partners of civil society institutes from communities (communities) on the territory of which project activities are planned to be carried out.
- implementation of activities in cooperation with public authorities, coalitions with other public organizations, analytical centers, experts, national security agencies (including from other administrative and territorial units of Ukraine).
Eligibility Criteria
- Public organizations, public unions, bodies of self-organization of the population (OSN) and charitable organizations are invited to participate in the competition. Contest participants can be registered in any region of Ukraine and must have at least two years of practical work experience in the field of development and/or use of public participation tools.
- Implementation of project activities in cooperation with local self-government bodies, coalitions with other public organizations, analytical centers, experts, and bodies of self-organization of the population (including from other administrative and territorial units of Ukraine) is welcome.
- Preference will be given to the participants of the competition who already have the experience of successfully implementing projects on the development of public participation tools with the support of the IMF or other donors in previous years.
