CFPs: Repair and Refurbishment of Birthing Facilities Program in Philippines

Under the 9th Country Programme and with the generous support of the Government of Japan, UNFPA is implementing the “Project for the Protection and Empowerment of Women for Addressing Women’s Health Needs and Responding to Gender-based Violence in the Bangsamoro Autonomous Region in Muslim Mindanao” otherwise known as the BABAE.

Specifically, within the project’s results framework, this call for proposal endeavors to achieve Project Output 2: Quality and acceptable Sexual Reproductive Health and social protection services for women and girls in the Bangsamoro communities are available and accessible.

Scope of Work

• To contribute to Output 2 of the 9th Country Programme and deliver Output 2 of the BABAE project, the following activities shall be undertaken:
  • Repair and Refurbishment of Birthing Facilities to Ensure Emergency Obstetric and Newborn Care (EmONC) Capacities
    • Guided by the findings and recommendations of the facility needs assessment to be conducted by another implementing partner, develop and implement a repair and refurbishment plan for ten (10) identified health facilities in the SGA and Maguindanao del Sur, ensuring alignment with EmONC standards, to include provision for sustainable energy.
    • Oversee and manage civil works and facility upgrades, including but not limited to:
      • Structural repairs (e.g., roofing, flooring, walls, ventilation, and plumbing).
      • Electrical and water system improvements to ensure consistent access to essential utilities.
      • Upgrading delivery rooms and maternity wards to meet hygiene and safety standards.
      • Installation or repair of sanitation facilities to support maternal and newborn health.
    • Ensure that facility upgrades comply with national health facility standards and regulations, including infection prevention and control (IPC) measures.
    • Coordinate with local health authorities and facility management to ensure proper maintenance plans are in place for sustainability.
    • Conduct post-renovation inspections and quality assurance checks to confirm functionality and readiness for service delivery.
    • Develop and submit a completion report detailing: before-and-after facility conditions, list of repairs and refurbishments completed, equipment and supplies procured and installed, recommendations for future sustainability and capacity strengthening.

Duration 

• The proposal is sought for 1 year starting June 2025. The year-wise budget should be submitted for 1 year. However, UNFPA will provide financial support on a quarterly basis depending on the availability of funds and progress of the project.

Geographic Focus

• Maguindanao del Sur, BARMM: Datu Montawal and Pagalungan
• Special Geographic Areas of BARMM: Pahamuddin, Kadayangan, Nabalawag, Old Kaabakan, Kapalawan, Tugunan, Malidegao, and Ligawasan.

Selection Criteria

• Governance & Leadership
  • The organization has a clearly defined mission and goals that reflect the organization’s structure and context, as well as alignment to UNFPA priority areas.
  • Organization does not have a history of fraud, complaints or service delivery issues.
• Human Resource
  • Organization has sufficient staff resources and technical expertise to implement the proposed activities.
  • Organization does not have conflicts of interest with UNFPA or its personnel that cannot be effectively mitigated.
• Comparative Advantage
  • The organization has experience in the BARMM and enjoys prominence in areas related to UNFPA’s mandate.
  • The organization has a proven track record in implementing similar activities and is seen as credible by its stakeholders and partners.
  • The organization has relevant community presence and ability to reach the target audience; especially vulnerable populations and hard-to-reach areas.
• Environmental Considerations
  • The organization has established policies or practices to reduce the environmental impact of its activities. If no policies exist, the organization must not have a history of its activities causing negative impact to the environment.
