The European Union Delegation in Brazil has launched a call for proposals for its thematic program on human rights and democracy to promote and protect human rights and fundamental freedoms, democracy and the rule of law.
The EU and Brazil are strategic partners who have committed to supporting the implementation of the 2030 Agenda for Sustainable Development, recognizing that it is an ambitious framework to face global, national and local challenges. The EU’s commitment to CSOs in Brazil translates into the rich trajectory of dialogue and cooperation over more than 30 years, in which the European Union has supported initiatives driven by civil society in the most diverse sectors and in all Brazilian regions.
This call for proposals contains five lots, namely:
- LOT 1: Favoring Civil Society Participation: promoting and strengthening mechanisms and capabilities for greater impact.
- LOT 2: Investing in the Bio economy: Identification of sustainable enterprises and their financing by economic and financial actors.
- LOT 3: Digital Citizenship of the Future: EU-Brazil Dialogues.
- LOT 4: Future Mobility: EU-Brazil Dialogues.
- LOT 5: Protection of Human Rights Defenders.
Priorities
- LOT 1: Favoring Civil Society Participation: promoting and strengthening mechanisms and capabilities for greater impact
- Promotion of a regulatory, legal, political, institutional and socioeconomic environment favorable to the activities of CSOs.
- Strengthening the research, analysis, defense of specific rights and advocacy capabilities of CSOs.
- Improvement and implementation of the Civil CSOs Regulatory Framework (MROSC).
- Contribute to expanding private social investments for CSOs in support of strategic agendas aligned with current public policies.
- LOT 2: Investing in the Bioeconomy: Identification of sustainable enterprises and their financing by economic and financial actors
- Building capacities and partnerships between communities, associations, companies, private enterprises, the financial sector and/or local public authorities for the design and implementation of bioeconomy enterprises.
- Development of economically profitable and bankable bioeconomy business models that can be supported by public/private financing bodies, put into practice in the Legal Amazon during or after project implementation.
- Monitoring of bioeconomy economic ventures financed as result under the previous priority
- LOT 3: Digital Citizenship of the Future: EU-Brazil Dialogues
- Promote a structured dialogue between representatives of EU-Brazil civil society, including specific subdialogues with youth and women’s organizations on relevant topics.
- Organization of an annual high-level EU – Brazil forum on related topics and in coordination with the European Union Delegation in Brazil.
- Monitoring related topics of relevance
- Creation and dissemination of digital tools and training of CSOs.
- LOT 4: Future Mobility: EU-Brazil Dialogues
- Promote a structured dialogue between representatives of EU – Brazil civil society, including specific subdialogues with youth and women’s organizations, on relevant topics in the area of mobility and urban mobility.
- Organization of an annual high-level EU – Brazil forum on related topics, and in coordination with the European Union Delegation in Brazil. Advocacy and in the implementation of their daily activities.
- Monitoring inclusive, intelligent and sustainable public policies in the area of urban mobility.
- LOT 5: Protection of Human Rights Defenders
- Strengthening the capabilities to protect human rights defenders at risk and the organizations of which they are part or that work to protect human rights defenders.
- Development of strategies, procedures and instruments, qualification of protection and self-protection networks, mutual support and construction of articulated alternatives for the protection of human rights defenders.
- Monitoring the status of implementation of treaties and public policies, plans, projects and actions for human rights defenders and working with national and international organizations for the protection of human rights defenders.

- The grants requested under this call for proposals must be between the following minimum and maximum percentages of the total eligible costs of the action:
- Minimum percentage: 65% of the total eligible costs of the action.
- Maximum percentage: 95% of the total eligible costs of the action.

Eligibility Criteria
- Main Applicant (Lots 1 and 2)
- To be eligible for the award of a grant, lead applicants must:
- have legal personality and have all the official documentation of its registration constituted in accordance with the legislation in force in the country in question;
- be non-profit;
- be nationals of Brazil or a Member State of the European Union or a Member State of the European Economic Area (Iceland, Liechtenstein and Norway);
- be a CSO24 or a platform, or representative coalition of CSOs constituted in accordance with the legislation in force in the country in question;
- be directly responsible, together with their co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as intermediaries;
- concur together with not less than 2 (two) co-courses
- To be eligible for the award of a grant, lead applicants must:
- Main Applicant (Lots 3 and 4)
- To be eligible for the award of a grant, lead applicants must:
- have legal personality and have all the official documentation of its registration constituted in accordance with the legislation in force in the country in question;
- be non-profit;
- be nationals of Brazil or a Member State of the European Union or a Member State of the European Economic Area (Iceland, Liechtenstein and Norway);
- be a CSO25 or a platform, or representative coalition of CSOs constituted in accordance with the legislation in force in the country in question;
- be directly responsible, together with their co-applicant(s) and affiliated entity(ies), for the preparation and management of the action and not act as intermediaries;
- in the case of a Brazilian applicant, compete together with 1 (one) co-applicant from a member state of the European Union or a Member State of the Economic Area
- European (Iceland, Liechtenstein and Norway)
- in the case of an applicant from a member state of the European Union, compete together with 1(um) current of Brazil.

- be established in any territory as no nationality restrictions apply to applicants and, where applicable, to co-applicants and affiliated entities;

- be directly responsible, together with their co-applicant(s) and affiliated entity(ies),for the preparation and management of the action and not acting as intermediaries;
- international organizations are not eligible but can participate as members
