The Cardinia Shire Council is seeking applications for its Community Capital Works Grants Program to assist community groups to improve the community and recreational facilities, in order to support community networks and enhance community wellbeing.
Program Aims
- To progressively upgrade the facilities from which community organisations provide services to the community.
- To progressively improve facilities that are the primary focus for services or programs that promote local community networks.
- To progressively improve facilities that positively contribute to community safety and the wellbeing of residents.
- To foster community ownership and management of local facilities.
Grant Categories
- Category 1: Community Capital Works Grants
- Grants are available for community and recreational facility upgrade works that fall into one of 4 priority areas. Council manages works on behalf of community groups. Community groups are not required to provide matched funding.
- Category 2: Community Capital Works Partnership Grants
- Grants are available for community and recreational facility upgrade works that fall into one of 3 priority areas.
- Community groups manage the works with guidance from Council.
- Community groups must provide a matched funding amount based on their annual income.
- Category 3: Major Equipment Grants
- Grants are available to go towards major equipment purchases that fall into one of 3 priority areas.
- Equipment purchases are used to help maintain sporting grounds, outer grounds or large internal areas.
- Community groups must provide dollar-for-dollar matched funding.
Priority Areas
- Priority areas for Category 1
- Priority area 1: Upgrades to more efficient and effective appliances;
- Priority area 2: Environmental building upgrades;
- Priority area 3: Reduction of OH&S risks;
- Priority area 4: Improvements to the appearance of facilities.
- Priority Areas for Category 2
- Priority area 1
- Projects that enhance access and inclusion;
- Projects that address occupational health and safety and/or regulatory compliance issues.
- Priority area 2
- Projects that maintain a facility at an acceptable level for its current use;
- Projects that improve facilities that are not fit for current use.
- Priority area 3
- Projects that upgrade facilities;
- Projects relating to facilities that are of an acceptable standard for current use.
- Priority area 1
- Priority Areas for Category 3
- Priority area 1: The demonstrated need for major equipment.
- Priority area 2: The demonstrated need for funding assistance.
- Priority area 3: Ability to maintain and store the equipment.
Funding Information
- Funding for category 1: Maximum: $20,000 per project.
- Funding for category 2: Maximum: $35,000 per project.
- Funding for category 3: Maximum: $20,000 per project.
Eligibility Criteria
- Grants will only be awarded to groups or organisations managing public facilities on behalf of Council, on Council-owned land or Crown land.
- Groups and organisations eligible for community capital works grants must:
- be not-for-profit and managed by a volunteer board or committee of management.
- be a committee established by the Council to manage a Community Asset.
- be incorporated.
- have adequate public liability insurance.
- have no outstanding grant acquittals or outstanding debts owing to Council.
- propose an initiative which will benefit the Cardinia community and be located in Cardinia.
- be able to supply financial statements and information as requested.
- be able to meet conditions associated with receiving the grant.
- demonstrate the proposed activity is consistent with Local, State and Federal regulations.
- be able to provide supporting data, when requested, proving that the project is adequately costed.
- Organisations that use facilities managed by a committee of management: Applicant must get approval from the committee of management before they apply for the grant.
- Organisations that use facilities on Crown Land: Applicants must get approval from the relevant state government agency before they apply for the grant.
