The Bureau of International Narcotics-Law Enforcement Affairs (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to: Improve the capacity of the Poder Judicial Restorative Justice Office and the Public Defenders’ Office to implement effective juvenile restorative justice mechanisms and procedures that promote youth’s successful diversion from the adult penal system, alternatives to incarceration, reduce recidivism and facilitate successful reintegration into the community.

Goal: The goal of this project is to improve the capacity of the Poder Judicial Restorative Justice Office and the Public Defenders’ Office to implement effective juvenile restorative justice mechanisms and procedures that promote youth’s successful diversion from the adult penal system, alternatives to incarceration, reduce recidivism and facilitate successful reintegration into the community.

Objectives

The successful candidate will be expected to provide not only technical assistance, but on-theground accompaniment, through the use of SMEs or highly-qualified personnel, to ensure successful project implementation. These SMEs should be accounted for in the proposed budget, and depending upon need/availability, may be selected through the INL/KM office in coordination with INL staff at the U.S. Embassy in Costa Rica.
