The COVID-19 Adaptation Fund has been launched in partnership between Instiglio, a donor, and the Global Development Incubator (GDI) to help Service Provider organizations innovate and adapt their programming in response to the global coronavirus pandemic.
The COVID-19 Adaptation Fund will help Instiglio’s partners (across governments, multilateral aid agencies, and development practitioners) to understand not only how the COVID-19 pandemic affects service delivery on the ground, but also how best to support provider operations. Conversations with partners have highlighted the importance of ‘adaptability’. They aim to learn how providers can adapt to continue serving the most vulnerable during and after the COVID-19 pandemic.
Objectives
The Fund has three objectives:
- Provide organizations with support to continue serving the most vulnerable. Funding will be awarded to SPs that face challenges caused by COVID-19. SPs may use funds to innovate and adapt their programs as needed to ensure continued delivery and help protect the populations they serve from falling further into poverty.
- Strengthen and prepare the portfolio of potential SPs for the PAOF, The Adaptation Fund provides selected SPs an opportunity to strengthen, or establish, organizational cultures focused on results. It is expected that SPs will build new capacities and implement interventions in new ways, both to ensure continued operation, and to promote participation in the future PAOF instrument. For example, adaptations and capacity building may include developing or strengthening performance management systems or virtual platforms for “socially distant” intervention delivery.
- Generate relevant learning and data to inform government policy. Governments likely face an important information gap during this pandemic and stand to benefit from learning in several ways. Learning gathered from the Adaptation Fund will inform SPs, government partners, and donor partners, especially as is helpful to:
- Improve government social protection service delivery,
- Understand which adaptations appear effective in allowing programs to continue operations during the COVID-19 global pandemic, as assessed through qualitative insights and quantitative data on if/why programs were effective and at what cost
- Understand how adept the social protection ecosystem is at innovating and adapting to challenges
Funding Information
- $800,000 USD total amount will be split among awarded grants.
- Funds may be used to develop and test innovative, flexible ideas that respond to current COVID-related challenges.
Eligibility Criteria
- Non-governmental organizations (NGOs) with current operations in Kenya and Rwanda and experience in the poverty alleviation and/or livelihoods sectors.
- NGOs must be registered in Kenya and/or Rwanda to be selected.
- Organizations already engaged in the Poverty Alleviation Outcomes Fund are especially encouraged to apply.
