The Technical Centre for Agricultural and Rural Cooperation (CTA) is accepting proposals for “ICT- Enabled Mechanisation in Africa” to support the implementation of ICT enabled mechanisation services facilitating farmland cultivation and job creation for youth in Africa and share lessons learnt.
The objective of the ICT for agriculture programme of the Technical Centre for Agricultural and Rural Cooperation (CTA) is to explore and implement initiatives supportive of the effective use of digital technologies for agricultural transformation in Africa, the Caribbean and Pacific countries. The Centre also supports strategies promoting the engagement of youth and job creation in agricultural value chains. CTA is launching the current call for proposals against this backdrop.
Funding Information
The overall indicative amount made available under this Grant / Call for Proposals is a maximum of Euro 250,000.
Geographical coverage
The project to be selected is expected to be implemented in at least two African countries. The main activities can be held in one country where the applicant has solid previous experience and where a large farming community, as well as relevant technical assets are available to offer the project a strong potential for quick success. When possible, a comparative assessment of results among involved countries will be planned. The results of the project will be shared by the project implementer(s) with a wider ACP audience during events that CTA will organise in the future. In addition, the results will be shared in documents to be produced in the framework of the project.
Types of Activity
Activities which will be financed under this Call for Proposals must be actions that leverage on ICT solutions that facilitate the use of mechanized equipment by smallholder farmers and cooperatives. Priority is given to farmland cultivation services.
Eligibility Criteria
- Applicants must be :
- Private or civil society organisations from ACP, EU or OECD DAC countries, with the relevant expertise;
- Legally registered and operational in the African country(ies) in which they wish to implement the project;
- Applicant’s organisation (the lead implementer) must have at least three (3) years of experience in implementing ICT-enabled farm mechanisation services. When a formal consortium is put in place, the leader must be already operating in a least one of the country(ies) in which the project will be implemented. Other partners may be operating from any ACP, EU or OECD DAC countries.
- Subcontracting
- Contractors are subject to the procurement rules set out in the standard grant contract.
- Subcontracting of part of the activities is authorised.
- If the applicant intends to subcontract one or more parts of the services to be provided, he must indicate clearly in his submission the names of the subcontractors, their profile(s) as well as the nature and amount of services subcontracted; less than 30% of the services to be provided can be subcontracted.
- A subcontractor must not subcontract in turn.
- Subcontractors must meet the conditions of eligibility.
- Partnerships and Eligibility of Partners
- Applicants’ partners may participate in designing and implementing the Action. They must therefore satisfy the same eligibility criteria as the applicant and sign the Partnership statement. Roles, experiences and responsibilities of key partners will be specified.
- CTA will favour a project which involves different types of stakeholders (private sector and/or civil society and/or government) For example, a consortium submitting the project may be composed of an ICT for agriculture service provider and an agricultural organisation or another development organisation. Clear roles, with the budget the partner(s) shall manage (if relevant), will be specified. The project will be implemented under the responsibility of a single entity (the Leader) who will sign the contract with CTA.
