Applications are now open for the “Culture” Programme Operator to strengthen bilateral relations and to improve cooperation between Poland and the Donor States: Norway, Iceland and Liechtenstein.
The main objective of the Programme “Culture” is: social and economic development strengthened through cultural cooperation, cultural entrepreneurship and improved cultural heritage management. Activities implemented under the Programme should lead to improved management of cultural heritage, increased access to art and culture and increased knowledge of Jewish cultural heritage.
Objectives
- The main objective of Outcome 2 “Access to arts and culture improved”, to which the open call for proposal is launched, is to develop cultural cooperation among the creators, the cultural actors and cultural institutions, as well as to strengthen the bilateral relations between Poland and the Donor States. In addition, the Programme will contribute to strengthening professionals’ competences in the culture, cultural heritage and creative sectors. Projects can be implemented in all areas of culture and art, i.e. music and stage arts, plastic and visual arts (including film festivals), cultural heritage, creative industries, literature and art criticism, archives, cultural and artistic education as well as others in line with the Programme objectives.
- The aim of the call for applications is to support projects that will contribute to strengthening the local and regional development dimension through the implementation of activities in areas with difficult access to culture and / or through partnerships with cultural entities from these areas
- The Programme excludes support for film production, computer games and launching products on the market.
- Each project implemented within the aforementioned areas if culture and art shall also relate to at least one of the following aspects: the entrepreneurship in culture and/or the audience development and/or the inclusion of ethnic and national minorities (the mandatory condition).
- Each project shall be implemented by a cultural entity in Poland in partnership with a cultural entity or entities from the Donor States, i.e. Norway, Iceland and Liechtenstein. It is important that projects contain an element of cultural exchange, which will allow for cooperation between institutions / organizations from Poland, Norway, Iceland and/or Liechtenstein and contribute to the creation of new co-productions. Projects should involve Partners from Donor States at all stages of project cycle, i.e. planning, implementation and settlement, as well as take into account its substantive, organizational and financial role. In addition, other institutions from Poland may also be involved in the projects as Partners.
- The local and regional development dimension of this call is meant to contribute to better access to arts and culture for communities in areas where there is a lack of cultural events, initiatives and projects. The call will primarily support projects that allow the organization of diverse artistic and creative events and initiatives that will include and engage peripheral areas and smaller communities.

Funding Information
- The amount allocated to projects submitted under the third open call for applications equals: EUR 4 174 070,30
- The minimum grant amount EUR 100,000.
- The maximum grant amount EUR 500,000.
Eligibility Criteria
- The Applicant must be an entity registered in Poland. The Applicant is responsible for submitting the application and for its implementation.
- The eligible Applicants are:
- public cultural institutions;
- state archives;
- art schools and art universities;
- churches and religious associations;
- non-governmental organizations in the field of culture;
- local government units;
- public and private commercial entities active in the cultural and creative sectors
