The Office on Violence Against Women (OVW), a component of the United States Department of Justice (DOJ) is seeking applications from eligible entities for a program entitle “OVW FY 2017 Grants for Outreach and Services to Underserved Populations Program”.
The program was authorized to develop and implement outreach strategies targeted at, and provide victim services to, adult and youth victims of domestic violence, dating violence, sexual assault, or stalking in underserved populations.
Objectives
- To provide enhanced services to underserved populations;
- Build the capacity of both mainstream organizations and organizations serving underserved populations to provide culturally appropriate and inclusive services; and
- To increase training and outreach activities targeted at organizations providing services to underserved populations.
Funding Information
- Awards under the Underserved Program for FY 2017 will be made for up to $300,000.
- OVW has the discretion to award grants for greater or lesser amounts than requested and to negotiate the scope of work and budget with applicants prior to award of a grant.
- The Underserved Program typically makes awards in the range of $290,000 to $300,000. OVW estimates that it will make up to 16 awards for an estimated $4,200,000.
- The grant award period is 24 months.
Focus Areas
- Working with federal, state, tribal, territorial and local governments, agencies, and organizations to develop or enhance population specific services;
- Strengthening the capacity of underserved populations to provide population specific services;
- Strengthening the capacity of traditional victim service providers to provide population specific services;
- Strengthening the effectiveness of criminal and civil justice interventions by providing training for law enforcement, prosecutors, judges and other court personnel on domestic violence, dating violence, sexual assault, or stalking in underserved populations; or
- Working in cooperation with an underserved population to develop and implement outreach, education, prevention, and intervention strategies that highlight available resources and the specific issues faced by victims of domestic violence, dating violence, sexual assault, or stalking from underserved populations.
Eligibility Criteria
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education. Eligible entities for this program are nonprofit organizations that are:
- Deaf programs. For the purpose of this program, a Deaf program is a program that is run by and for Deaf individuals. The program may be a stand-alone Deaf domestic violence and/or sexual violence organization, a general Deaf services organization, or a Deaf domestic violence and/or sexual violence program administratively housed in a hearing victim service provider, as defined in the Violence Against Women Act.
- LGBT organizations. For the purpose of this program, an LGBT organization is an organization for which the primary purpose of the organization as a whole is to provide services to LGBT individuals.
- Religious minority organizations. For the purpose of this program, a religious minority organization is an organization for which the primary purpose of the organization as a whole is to serve members of a religious minority who face barriers accessing and using victim services.
- Organizations that have received an award under the ALL Program in FY 2010, FY 2011, FY 2012, or FY 2013.
- Organizations that have received two continuation awards under the Disability Grant Program.
- Culturally specific organizations for which the primary purpose of the organization as a whole is to provide culturally specific services to American Indians (including Alaska Natives, Eskimos, and Aleuts), Asian Americans, Native Hawaiians and other Pacific Islanders, Blacks, or Hispanics that propose a project that focuses solely on serving sexual assault victims.
