The Department of Justice (DOJ), through its Technical Working Group, intends to issue financial grants and/or funding support to any Non-Government Organization (NGO), Public Interest Law Group (PILG), Law School Legal Aid Office (LSLAO).
Objectives
- To implement DOJAC’s Access to Justice Program, through the conduct of a Katarungan Caravan or Legal Aid/Counselling booths, for all Filipinos in different cities and provinces. This includes the set up a “mobile” legal aid both with lawyers, law student practitioners and legal staff, under the supervision of DOJAC and its regional offices, if any.
- To conduct capacity-building trainings for volunteer lawyers, law students and law professors of law schools with a legal aid clinic in order to effectively render legal assistance and apply different modes of dispute resolution.
- To conduct Information Dissemination Campaigns on DOJAC’s services, as well as the other programs and services of the Department of Justice, in relation to Filipino’s rights.
Funding Information
- The ABC is Three Million Pesos (PHP 3,000,000.00) and
- may be awarded grants within the range of Seven Hundred Fifty Thousand Pesos (Php750,000.00) to One Million Five Hundred Thousand Pesos (PHP 1,500,000.00)
Scope of Work and Expected Outputs/Deliverables
- The NGO/PILG/LSLAO shall be engaged to help implement DOJAC’s “Access Justice” Programs through the conduct of its own projects and activities that would expand DOJAC’s services and increase number of clients served.
- The scope of work shall cover the preparatory phase (formulation of work and finance plan, etc.), fieldwork/implementation of project, as well as preparation of reports a presentation of results.
- The expected output shall include the following:
- At least four (4) legal aid caravans/missions conducted until March 31, 2025 which shall be properly documented through photographs, attendance sheets feedback forms.
- Conduct of Impact Assessment Evaluation documented through Post Intervention Reports conducted at least one week after each event.
- Submission of post-activity reports with breakdown of expenses within 30 days from conduct of any activity;
Criteria
- For purposes of qualification, the prospective beneficiary shall be any non-government organization (NGO), public interest law group’ (PILG), law school legal aid office (LSLAO), with a mandate to provide free, adequate and accessible legal assistance to Filipinos, especially indigents and other persons of limited.
- The NGOs/PILG/LSLAO shall be evaluated according to the following criteria provided and shall be selected upon meeting the minimum qualification requirements, and the specifications for the project, and which can satisfactorily undertake the project at terms most advantageous to the beneficiaries, taking into consideration the cost effectiveness of the project.
- The evaluation shall also be subject to the pertinent government accounting rules and regulations. Thus:
- The NGO/PILG/LSLAO should be currently rendering free, adequate, and accessible legal assistance, whether through legal counseling, capacity building training and other similar activities, to marginalized and indigent Filipinos.
- The NGO/PILG/LSLAO should have the capacity to deploy but not limited to, the following staff for the conduct of the activity: Personnel Quantity Minimum Qualifications Lawyer 3 At least 1 year in the practice of law Paralegal 3 At least 3 years of law school Technical Assistant 2 College graduate
- The interested NGO/PILG/LSLAO should submit the following documentary requirements:
- Project Proposal on “Access to Justice” Program, stating clearly the:
- Target beneficiaries and estimated number;
- Estimated budget for the conduct of the event with attached market study for the suppliers to be obtained by organization;
