The Office of Environmental Quality and Transboundary Issues (EQT) in the Bureau of Oceans and International Environmental and Scientific Affairs (OES) at the U.S. Department of State is seeking applications for a project entitled “CAFTA-DR Public Participation in the Enforcement of Wildlife Laws” with an aim to improve enforcement and reduce violations of wildlife trafficking laws by increasing public awareness, providing education, and promoting new economic opportunities as alternatives to wildlife trafficking.
The purpose of the project is to increase civil society engagement in environmental protection, resulting in increased compliance with and enforcement of wildlife laws and reduction of illegal trade of wildlife in countries that, with the United States, are parties to the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR): Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, and Nicaragua.
Activities
- Trainings or programs that provide people with or promote viable economic opportunities to trafficking in wildlife or related illegal activities;
- Programs to promote alternative economic opportunities that reinforce and benefit from wildlife protection efforts, while simultaneously raising public awareness of wildlife trafficking laws;
- A public outreach campaign aimed at increasing knowledge of, and decreasing violations of, wildlife laws;
- A public outreach program aimed at incentivizing public participation in biodiversity conservation activities;
- Small-scale, community-based wildlife management programs that bring the governments and the public together to advance conservation goals (e.g. programs where NGOs, local communities, and governments work together to enforce environmental and conservation laws in protected areas); and
- Workshops, seminars, or other activities designed to foster relationships and regular interaction between community leaders and local, national and/or regional wildlife protection authorities.
Funding Information
- OES has funding available for a single award of up to $250,000 USD.
- The initial period of performance will be 18-24 months.
Eligibility Criteria
- Eligibility is limited to non-profit/nongovernmental organizations subject to section 501 (c) (3) of the U.S. tax code, L3Cs, foreign non-profit organizations, educational institutions, and public international organizations.
- The NOFO Recipient must have previous experience implementing public campaigns against illegal wildlife trade as well as physical presence in one or more of the CAFTA-DR partner countries.
