The Department for International Development (DFID) is seeking applications for its programme entitled “Strengthening Public Financial Management (PFM) in Tanzania”.
Strengthening Public Financial Management (PFM) competence has been at the core of Tanzania’s development efforts over the past two decades with the Government-Donor financed Public Financial Management Reform Programme (PFMRP) the main vehicle of support for comprehensive reforms since 1998.
Objectives
- Improved macro-economic management (prudent fiscal, tax and debt policies) provides the basis for a credible budget
- Resources efficiently allocated on a medium-term basis in alignment with national priorities
- Budget executed as planned and timely and accurate reporting is available
- Strengthened internal controls and better procurement practices contribute to improved financial accountability
- Effective control and oversight of PFM functions by oversight institutions
- PFM systems and outcomes in Local Governments are improved
- PFM systems and outcomes in Zanzibar are improved
DFID’s support to PFMRP-V requires a technical assistance support (TAS) service to the President’s Office – Regional Administration and Local Government (PO-RALG) and to the country’s 26 Regional Secretariats in order to build their capacity to implement local government PFM reforms as outlined in the PFMRP-V strategy, including training and skills transfer for staff in local government. The TAS should also help to build the capacity of both MoFP and PO-RALG to lead PFM reform, and to ensure relevant staff in central and local government have the skills to design, implement, operate and evaluate PFM systems.
