DHHS-CDC: Health Information Systems Strengthening in Haiti

The U.S. Department of Health and Human Services (DHHS), Centers for Disease Control (CDC), invites eligible entities for its Health Information Systems Strengthening for Improved Public Health Care and Program Management in Haiti under the President’s Emergency Plan for AIDS Relief (PEPFAR).

The purpose of this NOFO is to improve health outcomes in Haiti by developing a Patient-Centered, Integrated HIS focused-on continuity and quality of care while supporting public health surveillance and response mechanisms.

Improvements of vital statistics registry system and linkage to existing health information systems can facilitate monitoring of health outcomes of natality and mortality, with a systematic classification of cause of death, reducing poor health outcomes linked to systemic problems in the health system.

Program Strategies

• Strategy 1. EMR. Develop, refine, and support a coordinated expansion of the GOH-owned EMR, Lab systems and IT infrastructure to PHC public sector sites in all 10 geographic departments.
• Strategy 2. National Patient Registry (NPR) and Vital Statistics. Create an NPR of uniquely identified patients that encompasses facility and community-based interventions along with core vital statistics.
• Strategy 3. Data use. Develop innovative, comprehensive and automated data analysis and reporting tools on all supported IT applications to improve evidence-based and data-driven HIV programming.
• Strategy 4: National Health Information Exchange System (NHIE). Develop a Single interoperability layer (SIL) for the sharing of data between all health informatics system (existing or future) in use in-country.
