The Department of Health and Human Services, Centres for Disease Control is seeking applications for its Strengthening the Health System Capacity to Implement HIV Prevention, Care, and Treatment Services in the Republic of South Africa under the President’s Emergency Plan for AIDS Relief (PEPFAR).
This project will have an important role in the attainment of PEPFAR and UNAIDS 95-95-95 goals in the Republic of South Africa. In alignment with World Health Organization (WHO) health system building blocks, activities will reflect the South African National Department of Health’s priorities in human resources for health (HRH), service delivery, information systems, and leadership and governance for sustainable results. Activities will include evidence-based human and institutional capacity development, particularly focused on HRH, but also, other system support that is required for successful HIV/AIDS and TB service delivery on a national and sub-national level Expected outcomes include increased competencies among HRH providing HIV/AIDS and TB services, as well as better PEPFAR HRH data connection, access, and utilization to effectively and efficiently manage HRH.
Goals and Priorities
- Achieving primary prevention of HIV infection through activities such as expanding confidential counselling and testing programs linked with evidence based behavioural change and building programs to reduce mother-to-child transmission;
- Improving the care and treatment of HIV/AIDS, sexually transmitted infections (STIs) and related opportunistic infections by improving STI management; enhancing laboratory diagnostic capacity and the care and treatment of opportunistic infections; interventions for inter current diseases impacting HIV infected patients including tuberculosis (TB); and initiating programs to provide anti-retro viral therapy (ART);
- Strengthening the capacity of countries to collect and use surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring and HIV screening for blood safety; and
- Developing, validating and/or evaluating public health programs to inform, improve and target appropriate interventions, as related to the prevention, care and treatment of HIV/AIDS, TB and opportunistic infections
Program Outcomes
- Short-term Outcomes:
- Increased competencies among HRH to deliver HIV/AIDS and TB services.
- Increase institutional competencies for workforce development and management to scale and deliver HIV/AIDS and TB services.
- Improved PEPFAR HRH data access and utilization to effectively and efficiently scale up and deliver HIV/AIDS and TB services.
- Supporting outcomes for this outcome might be:
- Improved HRH data analysis skills.
- Increased HRH comfort and increased use of data to inform scale up and delivery of HIV/AIDS and TB services.
- Improved institutional capacity to develop and implement regulation, education, and clinical practice policies that improve the HIV/AIDS and TB response.
- Improved non-governmental institutional capacity to deliver HIV/AIDS/TB and integrated health services as part of the national and local response.
- Increased competencies among HRH to deliver HIV/AIDS and TB services.
- Intermediate Outcomes:
- Increased productivity of the HRH workforce.Improved data exchange and utilization to inform coordination and management of resources to scale up and deliver HIV/AIDS and TB services.
- Improved management of recruitment, workforce development, deployment, and retention of HRH for the HIV/AIDS and TB response.
- Improved delivery of HIV/AIDS/TB services by non-governmental institutions as part of the national and local response.

The Award Ceiling of this NOFO is $30,000,000.
