The Department of Health and Human Services, Centres for Disease Control is seeking applications for Improving HIV Prevention, Care and Treatment Outcomes Among Faith Communities in Zambia by Implementing Critical Prevention Interventions for HIV Risk Reduction, Case Finding, and Linkage to Care and Treatment for Epidemic Control under the President’s Emergency Plan for AIDS Relief (PEPFAR).
Goals
- Achieving primary prevention of HIV infection through activities such as expanding confidential counseling and testing programs linked with evidence based behavioral change and building programs to reduce mother-to-child transmission;
- Improving the care and treatment of HIV/AIDS, sexually transmitted infections (STIs), and related opportunistic infections by improving STI management; enhancing laboratory diagnostic capacity and the care and treatment of opportunistic infections; interventions for intercurrent diseases impacting HIV infected patients including tuberculosis (TB); and initiating programs to provide anti-retroviral therapy (ART);
- Strengthening the capacity of countries to collect and use surveillance data and manage national HIV/AIDS programs by expanding HIV/STI/TB surveillance programs and strengthening laboratory support for surveillance, diagnosis, treatment, disease monitoring, and HIV screening for blood safety;
- Developing, validating, and/or evaluating public health programs to inform, improve, and target appropriate interventions, as related to the prevention, care and treatment of HIV/AIDS, TB, and opportunistic infections.
Outcomes
Short-Term Outcomes:
- Increased self-risk perception and change in attitude towards HIV risk among faith communities
- Increased negotiation skills to promote sexual risk reduction practice
- Increased awareness, acceptability, and demand for prevention, treatment, and biomedical services (pre-exposure prophylaxis (PrEP), voluntary medical male circumcision (VMMC), post-exposure prophylaxis (PEP), HIV testing services (HTS), etc.) in faith communities
- Increased knowledge and awareness of stigma and discriminatory behavior by healthcare service providers towards adolescents
- Increased HIV case finding and increased targeted testing of adolescents through optimization of HIV testing modalities
- Increased linkage of HIV-positive individuals to treatment and HIV-negatives to prevention services
- Increased awareness on challenges adolescents face relating to sexual violence and HIV
- Increased life and negotiation skills for preventing sexual violence and HIV among adolescents
- Improved awareness/knowledge among families and caregivers of adolescents in positive parenting and effective parent/child communication on sexuality and sexual risk reduction
Intermediate Outcomes:
- Reduced risky sexual behaviors
- Improved delivery of non-judgmental and respectful HIV services towards adolescents by healthcare service providers
- Increased HIV case finding among faith communities, including increased uptake of HIV prevention, treatment and biometric services among faith communities and increased access to treatment due to effective linkages
- Increased community awareness of HIV as a health problem, including increased awareness on challenges adolescents face relating to sexual violence and HIV and improved awareness/knowledge among families and caregivers of adolescents in positive parenting and effective parent/child communication on sexuality and sexual risk reduction
Long-Term Outcomes:
- Reduced incidence of stigma and discrimination directed at adolescents and young people
- Reduced incidence of sexual GBV among adolescents
