The Department of Health and Human Services, Centres for Disease Control is seeking applications for its grant program entitled “Strengthening Combination Prevention and Testing Services among Inmates to Reduce HIV Infections and to Reduce Morbidity and Mortality in the Republic of South Africa under the President’s Emergency Plan for AIDS Relief (PEPFAR)”.
This award will focus on strengthening HIV combination prevention within all correctional facilities in South Africa. Innovative combination prevention interventions will address HIV risk and increase protective behaviors among inmates, accompanied by voluntary medical male circumcision, and HIV Testing Services (HTS).
Program Outcomes
- Short-Term Outcomes:
- Increased knowledge, awareness, and self-risk perception of HIV, STI, and OI risk behaviors among prison populations
- Examples of other OIs include TB and viral hepatitis
- Improved knowledge and recognition of high-risk activities leading to HIV, STI, and other infections
- Improved health literacy
- Increased adoption of HIV prevention behaviors among detainees
- Increased adoption of protective and lower risk behaviors among detainees
- Improved uptake of treatment and prevention services
- Increased demand for and uptake of VMMC services among detainees
- Increased education on VMMC
- Increased access to VMMC services
- Increased peer-based education on the values of circumcision
- Increased medical follow-up of circumcised clients
- Increased uptake of regular testing and successful linkages of HIVpositive (HIV+) persons to treatment and HIV-negative (HIV-) persons to prevention programs
- Increased offer and uptake of regular HTS among inmates
- Increased linkages to treatment
- Increased support group uptake for adherence to treatment
- Increased awareness among key stakeholders about stigma and discrimination against remanded prison populations
- Improved transitional services
- Decreased stigma in DoH facilities
- Increased awareness among staff and implementation of relevant prevention packages
- Increased training among staff on HIV, STI, and OI prevention interventions
- Decreased transmission through medical or dental devices
- Increased provision and support for relevant prevention interventions
- Increased knowledge, awareness, and self-risk perception of HIV, STI, and OI risk behaviors among prison populations
- Intermediate Outcomes:
- Reduced HIV/STI and OI transmission among at risk prison populations and surrounding communities
- Increased retention and adherence to treatment for HIV+ detained and released prison populations
- Improved and increased delivery of non-judgmental and respectful HIV/STI and OI services

The Award Ceiling of this NOFO is $5,000,000.
