Domestic, Family and Sexual Violence Housing Pathways Grants in Australia

The Northern Territory of Australia is seeking applications for its Domestic, Family and Sexual Violence (DFSV) Housing Pathways Grants to reduce victim survivors’ risk of homelessness as a result of DFSV by improving access to safe, secure and affordable housing.

This pilot program is intended to rapidly address the current gap in medium and long-term accommodation, which will support long-term housing outcomes for victim survivors of DFSV, and provide increased exit options out of crisis accommodation. In turn, this will free up existing, purpose built crisis facilities for new clients entering short term, emergency accommodation.

Objectives

• Establish and maintain a portfolio of head leased dwellings suited to DFSV victim survivors
• Sublease dwellings to DFSV victim survivors
• Undertake asset and tenancy management to NRSCH standards
• Provide specialist case management and wraparound support services to tenants
• Support tenants to exit from the program into long term housing

What is domestic, family and sexual violence?

• Domestic and Family Violence: The model definition1 of domestic and family violence (DFV) is behaviour by a person towards a current or former partner or a family member that:
  • is physically or sexually abusive
  • is emotionally or psychologically abusive
  • is economically abusive
  • is threatening
  • is coercive
  • in any other way controls or dominates the family member and causes that family member to feel fear for the safety or wellbeing of that family member or another person.

Funding Information

• A total pool of $2.125 million is available for activities to be delivered over two year’s duration (1 July 2023 to 30 June 2025).
• Applicants may apply for funding for one or more regions.
  • Region 1: Greater Darwin – Minimum of 17 dwellings – Total $1.445 million
  • Region 2: Alice Springs – Minimum of 8 dwellings – Total $0.68 million
• The grant period is for 24 months, from 1 July 2023 to 30 June 2025.
• The program is required to be operational within three months.

What can’t be funded?

• Grant funding cannot support:
  • any project of a political party nature;
  • any project of a commercial or business nature;
  • set-up or running costs of a business, purchase of capital equipment (including hardware or software);
  • retrospective funding for projects, functions, services that have already started or have been completed or items that have already been provided or previously purchased;
  • projects by organisations established for profit or financial gain or increased membership;
  • projects that duplicate existing services available to the community;
  • deficit budgets;
  • real estate purchases;
  • purchase or creation of infrastructure;
  • unreasonable management or administration fees of the organisation; and
  • other items that the panel assesses as not meeting the aims/objectives of the funding.

Eligibility Criteria

• Funding is available to organisations only.
• To be eligible for funding an organisation must
  • meet one of the following:
    • be incorporated under and compliant with the Corporations (Aboriginal and Torres Strait Islander) Act (Commonwealth)
    • be incorporated under and compliant with one of: the Associations Act (NT), the Corporations Act 2001, the Corporations (Aboriginal and Torres Strait Islander) Act (Commonwealth), any other Act of Parliament
    • be a local governing body or an incorporated organisation delivering local government or municipal services
    • be incorporated under and compliant with the Corporations Act 2001 (Commonwealth)
    • be incorporated under and compliant with the Associations Act (NT)
    • if your organisation does not have legal standing, you must have an administering body that is incorporated under a relevant Act to take responsibility for administering, reporting and acquitting the grant on behalf of your organisation
    • have completed all required information in the application form and submitted required documentation in support of your application
• Types of organisations that are eligible for funding include
  • Community Housing Provider, registered under the the National Regulatory System for Community Housing and established to operate in the Northern Territory
