The U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), is seeking applications from nonprofit organizations for its program entitled “Community Safety Grant” for:
- conducting national outreach and training programs to assist communities in preparing for and responding to accidents and incidents involving the transportation of hazardous materials, including Class 3 flammable liquids by rail;
- training state and local personnel responsible for enforcing the safe transportation of hazardous materials, including Class 3 flammable liquids.
Funding Priorities
Best practices include, but not limited to:
- engagement with state and local response community to ensure preparedness and response to hazardous materials transportation event;
- engagement with community planners to advise municipalities, school districts, businesses, and residents of the types of hazardous materials that move in the community;
- public outreach and engagement to raise awareness of the types of hazardous materials that move in the community;
- preparedness and response steps that should be taken for public safety in the event of a hazardous materials transportation incident.

Estimated Total Program Funding:
- Award Ceiling: $1,000,000
- Award Floor: $250,000
Eligibility Criteria
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
