The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support the policy goal of promoting and protecting human rights in Malaysia.
DRL invites organizations to submit applications that support civil society-led efforts to promote and protect human rights in Malaysia. Competitive applicants should identify opportunities to constructively engage the Malaysian government and political stakeholders alongside membership and participation in the 2022 to 2024 term of the UNHRC. Illustrative areas for focus could include:
- Advocacy for legal and policy reforms, including the ratification of international human rights treaties, such as the International Covenant on Civil and Political Rights, that would promote and protect human rights and fundamental freedoms in Malaysia.
- Civil society-led oversight of the implementation of Universal Periodic Review (UPR) recommendations for Malaysia, including opportunities for engagement between civil society and the government on implementation and monitoring.
- Expanded opportunities for marginalized and underrepresented communities outside of the Klang Valley to collectively engage on human rights issues, such as through advocacy and awareness raising initiatives or dialogues with government officials.
- Increased public awareness, understanding, and support of the promotion and protection of human rights and fundamental freedoms, particularly among populations outside of the Klang Valley.

Eligibility Criteria
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
