EC Call for Proposals: Thematic Program for Civil Society Organizations in Uruguay

The European Commission (EC) is seeking proposals for its Thematic Program: Civil Society Organizations in Uruguay.

The purpose of this call in Uruguay is to strengthen the commitment of civil society organizations (CSOs) as actors of good governance and development at the national level. It seeks to promote an informed, inclusive and constructive participation of organizations in the design, implementation and monitoring of development policies, plans and programs, representing and expressing the concerns of people, particularly those who are in situations of vulnerability, affected by phenomena of environmental deterioration, climate change or loss of biodiversity.

Objectives

• The overall objective of this call for proposals is to strengthen CSOs as independent actors of good governance and development.
• The specific objectives are:
  • Promote the participation of CSOs in actions that contribute to dialogue, implementation of actions and monitoring of policies, plans and programs aimed at promoting agroecology.
  • Promote the participation of CSOs in dialogue, implementation of actions and monitoring of policies, plans and programs aimed at the protection and conservation of biodiversity.

Beneficiaries

The final beneficiaries are:

• For actions linked to agroecology: family producers, producer associations or civil society that promote agroecology.
• For biodiversity actions: Local communities, general population, young people.

Funding Information

• The total indicative amount allocated to this call for proposals amounts to EUR 1,675,000, of which EUR 550,000 correspond to the 2022 financial envelope and EUR 1,125,000 to the 2023 financial envelope, being subject to the suspensive clause indicated in The advertisement.
• The subsidies requested within this call for proposals will be between the following minimum and maximum amounts:
  • minimum amount: EUR 350,000
  • maximum amount: EUR 550,000

Eligibility Criteria

• Lead Applicant(s)
  • To be eligible for a grant, the lead applicant must:
    • be a legal person
    • non-profit;
    • be a civil society organization that operates independently and responsibly;
    • be established in Uruguay
    • be directly responsible, with their co-applicants and affiliated entities, for the preparation and management of the action and not simply limit themselves to acting as intermediaries.
• Co-applicants
  • The lead applicant may act individually or with co-applicants.
  • In the case of submitting the proposal with co-applicants:
  • Co-applicants will participate in the design and implementation of the action, and the costs they incur will be eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must meet the eligibility criteria applicable to the lead applicant itself.
  • In addition to the categories mentioned, the following will also be eligible: legal persons, non-profit, non-governmental organizations (all three criteria together) from a Member State of the European Union.
  • Co-applicants must sign the mandate.
  • If the grant contract is awarded, the co-applicants (if any) will become beneficiaries of the action (together with the coordinator).
• Affiliated Entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to coapplicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
  • This structural link encompasses mainly two notions:
    • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
      • Entities affiliated to an applicant may hence be:
        • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
        • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
        • Entities under the same direct or indirect control as the applicant (sister companies).
    • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
