The European Commission has launched support program that aims the structuring of civil society as an actor of change and good governance and to encourage its effective and efficient participation in public action.
Objectives
- Contribute to the organizational and structural development of strategic Moroccan civil society actors by strengthening their financial and institutional capacities.
- Strengthen the participation of civil society in sectorial public policies through the facilitation of multi-stakeholder dialogue and networking.
Priorities
This call for proposals is divided into two thematic lots:
- Access to justice, child protection, promotion and protection of people with disabilities, and promotion of women’s rights
- Promotion of governance, and environmental protection/fight against climate change

Eligibility Criteria
- Lead applicant
- be a legal person
- have no profit motive
- belong to one of the following categories of organizations: non-governmental organization
- be established in Morocco, in a Member State of the European Union or other eligible countries as indicated in the basic act NDICI
- be directly responsible for the preparation and management of the action with the co-applicant(s) and the affiliated entity or entities, and not act as an intermediary.
- have proven recent experience (since 2016) in supporting third parties (selection procedure, award, implementation monitoring, etc.).
- have carried out in Morocco and/or in developing countries projects/programmes (one or more) to strengthen the capacities of civil society, including the organizational and structural development of CSOs, during the last 5 years preceding the submission of the request.
- have carried out projects/programmes (one or more) in Morocco and/or in developing countries in at least one of the priority themes of this call during the last 5 years preceding the call.
- Co-applicant(s)
- Co-applicants take part in drawing up and implementing the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those that apply to the lead applicant itself.
- Co-applicants must sign the mandate form
- If the grant is awarded to them, any co-applicants become beneficiaries within the framework of the action (with the coordinator).
- Affiliated entities
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34/EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings.
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries). This is valid for the other control levels;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling a company controlling the applicant;
- entities at the same level of direct or indirect control as the applicant (sister companies);
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association,) than the proposed affiliated entity.
