The Bureau of International Narcotics and Law Enforcement (INL) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out justice alternative sentencing and restorative justice projects with relevant partners, including civil society organizations in El Salvador.
INL looks to address reducing recidivism rates with criminal offenders. Specifically, INL aims to improve community security through judicial practices to reduce juvenile recidivism.
Goal: The goal of this project is to reduce recidivism and increase public security by improving capabilities of relevant government partners, civil society, and the private sector. INL seeks to create solid foundations for a comprehensive effort to improve alternative sentencing practices and implement restorative justice projects for the affected individuals and communities.
Objectives
INL has identified the following subject areas as priorities for recidivism reduction programming:
- Strategies to implement alternative sentencing programs through the local justice sector.
- Strategies with civil society to implement restorative justice programs within the affected communities.
Funding Information
- Total Funding Available: $3,000,000.00 U.S. Dollars
- Application Ceiling: Up to $700,000.00 U.S. Dollars
- Application Floor: At least $150,000.00 U.S. Dollars
- Anticipated Number of Awards: 4-8 awards
- Initial Project Implementation Length: 12 to 36 months
- Estimated Project Start: October 2022

Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Applicants must have demonstrated experience implementing similar projects, preferably in the target country or region. INL reserves the right to request additional background information on organizations that do not have previous experience administering similar programs and/or federal grant awards.
- Applicants must have the ability to produce documents (e.g., trainings materials, reports), deliver training, and conduct evaluations in Spanish and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
