The Italian Agency for Development Cooperation is seeking applications for its Emergency Program in Libya to support Pediatric Services.
Objectives
- Overall objective: Enhance access to quality pediatric health, protective and psychosocial care services for girls and boys in Libya, including children with disabilities.
- Specific objective: To improve the sanitary and psychosocial response capacities of the pediatric hospitals of Tripoli, Benghazi, Sebha and Kufra.
Focus Areas
- Management and HMIS (health management information system): introduction of tools for monitoring and evaluating hospital activities, introduction of information technologies and tools for connecting hospital and territory.
- Neonatology: neonatal resuscitation and care protocols for premature babies, organization of neonatal screening.
- Emergency – Urgency: Organization of triage systems for emergency conditions (ETAT); PBLSD (pediatric basic life support – early defibrillation) and other pediatric resuscitation systems, management of traumatic orthopedic and surgical conditions and other emergency conditions.
- Chronic diseases: Introduction of guidelines and protocols for pediatric diabetes, rheumatic child, child with asthma or other respiratory difficulties, allergic child, heart disease child, child with neurological and mental health problems.
Funding Information
- Maximum duration of the project activities: 15 (fifteen) months;
- Funding requested from AICS not exceeding:
- EUR 800,000.00 (eight hundred thousand) in the case of a single project addressed to a single hospital;
- EUR 1,600,000.00 (One million six hundred thousand) in the case of a joint project presented by a Temporary Association of Purpose (ATS) addressed to at least two hospitals.
Eligibility Criteria
- Non-profit entities who, at the date of submission of the project proposal, meet all the following requirements can submit project proposals for this Call for Proposals:
- For non-profit entities without an operational headquarters in Italy (local and / or international non-profit entities), in place of the aforementioned registration, the ownership of a partnership agreement with one of the subjects registered on the aforementioned list is required. This agreement can be of various kinds (affiliation, association, partnership) but must in any case be, under penalty of exclusion, of a general nature, pre-existing to this Call for Proposals (and therefore not limited to a specific action or established only for the purposes of participation in the Call) and must remain valid even after the conclusion of the activities relating to the Call;
- Specific and proven experience in emergency interventions;
- Proven experience in strengthening health services or services educational and psychosocial support;
- For non-profit entities without operational headquarters in Italy (local and / or international non-profit entities), be established and in compliance with the legislation in force in the country of origin and in compliance with the provisions for non-profit entities from same legislation;
- They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid and due debts, including debt situations deriving from provisions for revocation of contributions for projects promoted and / or entrusted;
- They have not behaved in a manner characterized by gross negligence or bad faith in the implementation of DGCS / MAECI, AICS, other donors’ projects or in the exercise of their activities;
- Ability to operate in the area of intervention.
