Under the project “Empower Women for Rural Development in Northern Albania funded by the Italian Ministry of Foreign Affairs and International Cooperation through AICS Tirana, UN Women Albania is seeking to identify a Responsible Party to conduct strategic legal review and advocacy efforts around issues that are relevant for women living in rural areas, such as women’s economic empowerment and property rights, monitoring the implementation of legal commitments that advance gender equality in rural areas, to name a few, including developing and carry out educational and awareness raising campaigns among women and girls in rural areas.
Description of required services/results
- Lead the development of a review on key legal and/or policy frameworks on gender equality and rural development.
- The review will tentatively include the following areas:
- Land tenure and property rights in rural Albania
- Rural development and women’s position in production chains
- Conduct awareness raising initiatives in the municipalities of Bulqize and Diber to disseminate findings of the review/s and increase awareness of local population:
- Develop awareness raising campaigns (including for IWD, International Rural Women’s Day, 16 Days and others) and present the key findings of the legal review with local actors, such as municipalities and local CSOs; develop leaflets and easy-to-read versions of the review to disseminate amongst stakeholders and general public.
- Propose innovative awareness raising activities to be conducted with women living in rural communities in the target municipalities, with the aim of increasing awareness of the local population about their legal rights in terms of, for example, property rights, access to finance and funding among women and girls in rural areas.
- Strengthen monitoring and reporting capacities on GE and property rights, economic empowerment of grassroots organizations, including preparation of advocacy plans and monitoring implementation of advocacy plans.
- Provide legal aid:
- Conduct awareness initiatives in the targeted rural areas aiming to increase rural women’s knowledge of their property rights and other rights related to their economic empowerment and relevant redress mechanisms
- Provide primary legal aid (legal advice/counselling services for women in the target areas in the field of property rights, economic rights and land rights, and/or other, or refer them to legal aid centers in the region run by the MoJ’ Free Legal Aid Department or other CSOs providing legal aid; Identify cases which qualify for secondary legal aid and support with the preparation of relevant court documents.
- Train and increase capacities of public administration staff and local actors in target municipalities about the legal frameworks around gender equality and women’s rights in rural aread, and their capacities to provide legal aid to women in rural areas including through dedicated capacity building sessions, roundtables, and others.

- The budget range for this proposal should be: All proposals under this Call must fall within a maximum of 7,000,000 ALL.
Duration
- The Project is expected to be implemented during the timeframe June 2025 – October 2027 (28 months) subject to performance.
Competencies
- Technical/functional competencies required:
- At least 7 years of proven experience in conducting legal and policy reviews on gender equality and women’s rights such as women’s rights in rural areas, including land rights, property rights etc.
- Proven experience in advocacy and capacity building engagement on key international frameworks promoting women’s rights including the CEDAW Convention, the Beijing Declaration and Platform for Action and others.
- Experience in coordinating advocacy and lobbying efforts of CSOs to influence legal and policy framework on gender equality in Albania.
- Experience in organizing awareness raising activities in rural areas.
- Experience in providing legal aid to women and other disadvantaged groups on issues related to family law and property rights.
- Other competencies, which while not required, can be an asset for the performance of services
- Human rights-based and gender-responsive approaches that place first priority on promoting, protecting, and fulfilling the human rights of women as well as strengthening institutional capacities of service providers at the local level to eliminate all forms of discrimination against women.
- Focus on all facets of gender equality and women’s rights in rural areas.
- Holistic responses that address women and girls’ inter-related rights and needs, including safety, access to health, education, and economic security.
- Evidence-based programming, building on lessons learned and recommended practices, to ensure optimal results and use of resources.
