This Call for Proposals intends to improve the youth-friendly health services offered through the Youth-Friendly Centers (YFCs) to increase access to basic services and to provide targeted information on SRH, on gender-based violence (GBV), and on substance and drug abuse.
Objectives
The general objective of this Call for Proposals is:
- To reinforce youth-friendly centers in the 7 districts (one in the district of Gakenke, one in Gisagara, one in Karongi, one in Nyamasheke, two in Nyarugenge – Kimisagara and Nyamirambo, one in Rulindo, and one in Rusizi), in order to deliver health primary services in youth mobilization and health friendly services. The youth-friendly centers should provide targeted information and high quality services on adolescent sexual and reproductive health (including FP, unwanted pregnancy, abortion, sexuality, safe sex & sexual transmitted infections, prenuptial consultation), on drug and substance abuse and on gender-based violence.
- These youth-friendly centers should ensure the accessibility (physical, affordable), availability, acceptability and non-discrimination of health services. The targeted beneficiary is the young population aged between 10-14 years, 15-19 years and 20-24 years.
The specific objective(s) of this Call for Proposals are:
- Renovate and equip the youth-friendly centers in the 7 districts, as per minimum service package of Youth-friendly centers in Rwanda, ensuring that privacy and confidentiality are respected.
- Support the delivery of quality health services in the youth-friendly centers within the 7 districts, as per minimum service package of Youth-friendly centers in Rwanda , and as per additional objectives on drug and substance abuse, ensuring that privacy, confidentiality and non-discrimination are respected.
- Develop a strategy to increase the use of youth-friendly centers and to attract young people into using the health services, ensuring adolescent’s participation in the development of the strategy.
- Develop feedback mechanisms for adolescents in each youth-friendly center in the 7 districts. These feedback mechanisms shall ensure that YFCs are perceived by adolescents as safe place to discuss and ask all their questions related to ASRH, family planning, teenage pregnancies, GBV, and drug/substance abuse.
- Develop a peer education system among youth attending the YFC and provide capacity building to selected peer educators in subjects related to Adolescents Sexual and Reproductive Health, family planning, GBV and drug/substance abuse.
- Develop the behavioral change communication (BCC)/information and communication (IEC) strategies that offer opportunities to young people and the entire community to make informed decision about their reproductive health, including GBV, teen pregnancies and drug/substance abuse prevention.
- Develop a sustainability plan for YFCs, which ensures the strengthening of relationships, (including referral system) with health centers and Youth corners (YCs) in their coverage areas as well as other related institutions to YFCs;
- Organize a Knowledge, Attitude and Practices (KAP) survey to inform the knowledge, attitude and practices of young people about the Sexual reproductive health, GBV and drug/substance abuse and reveal potential barriers to behavior change.
Expected Results
- In seven districts of Barame Project intervention, 8 Youth Friendly Centers will be renovated and/or equipped respecting the requirement as presented in minimum service package of Youth-friendly centers in Rwanda, ready to offer confidential and physically accessible services to young people from different social economic perspectives including most vulnerable ones;
- Quality health services are offered in 8 youth-friendly centers within the 7 districts, as per minimum service package of Youth-friendly centers in Rwanda document, and as per additional objectives on drug and substance abuse, ensuring that privacy, confidentiality and non-discrimination are respected;
- Activities that aim at attracting young people to use YFCs services are in place and the young people attending the YFCs are increasing in number;
- User of YFCs provide feedbacks on regular basis and their voices are heard to improve the services offered to them;
- The peer educators selected from the young people using the services of the YFCs are operational with acceptable skills to sustain the peer education strategy within their communities and are involved in day to day activities of the YFCs;
- Behavior change communication and information communication education tools are developed, tailored to young people aspiration and literacy to provide useful information related to ASRH (sexual transmitted infections – STIs, pregnancy, abortion, safe sex, prenuptial information, etc.), Family planning, GBV and drug/substance abuse aspects;
- Community outreach activities are organized in different villages targeting parents and local leaders to promote parent involvement in ASRH activities with emphasis on information provision to adolescents about SRH, GBV/teen pregnancies and drug/substance abuse;
- Recommendations are developed, based on the Rwandan national standards and the needs assessment of adolescents regarding adolescent’s friendly services;
- The monitoring and evaluation system is in place to follow up and document program progress, behavior changes observed and provide feedback to stakeholders for future program orientation;
- A sustainability plan for YFCs, which ensures the strengthening of relationships, (including referral system) with health centers and Youth corners (YCs) in their coverage areas as well as other related institutions to YFCs is developed.
- The targets of indicators in the monitoring and evaluation framework of Barame project related to youth and adolescents are reached;
- Contribution to the reduction in teenage pregnancy and unwanted pregnancy among young people;
- Contribution to the decrease in percentage of STIs among adolescents and young people.

Eligibility Criteria
To be admissible for grants, the applicant must satisfy the following cumulative conditions:
- be a legal person;
- Be an non-governmental organization (either public entity, private non for profit entity or in form of foundation)
- be established in Rwanda
- Professional Expertise:
- Experience of at least 5 years in total, working on:
- Education and communication about adolescent’s sexual and reproductive health and modern family planning AND – Prevention of gender-based violence.
- Prevention of substance abuse.
- Have worked with youth centers settings.
- Possess the financial and logistic capacities to implement such program (Offices, transport, equipment and staff):
- Planning, implementation, monitoring and Evaluation;
- Finance (external financial audit report);
- Logistics (offices, vehicles);
- Human Resources related to the management, finance and the logistic;
- Have at least 5 experts available, with extensive experience in the following:
- Adolescent sexual and reproductive health
- Drug/substance abuse
- Gender-based violence
- Behavior change communication;
- Have previously successfully managed and provided expertise in Adolescent’s Sexual and Reproductive health work with youth in communities and schools. A list of the work previously done in districts, along with the type of activities and the amounts managed, the partners involved, will be required;
- Have successfully worked with decentralized entities in Rwanda (Proof of this experience will be needed) Have recommendation letter from RBC/MCCH certifying current or previous collaboration in the same fields;
- Experience of at least 5 years in total, working on:
The potential applicant may not participate in Calls for Proposals, nor may they be the beneficiary of grants should one of the following situations be applicable to them:
- they are in a state of or the subject of proceedings relating to bankruptcy, winding-up, administration by the courts, arrangement with creditors, cessation of business activities, or are in any similar situation arising from proceedings of the same nature provided for in national legislation or regulations;
- they have been the subject of a judgement which has the force of res judicata (i.e. against which no appeal is possible) for any offence involving their professional conduct;
- they have been guilty of grave professional misconduct proven by any means, which the contracting authorities can justify;
- they have not fulfilled their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the contracting authority’s country or those of the country where the contract is to be performed;
- they have been the subject of a judgement which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity.
