Global Community Engagement and Resilience Fund (GCERF) and the Tunisian Country Support Mechanism (MSP) are pleased to announce a call for expressions of interest for Tunisian civil society organizations to become a Principal Recipient of GCERF funding.
The Global Fund for Community Engagement and Resilience Global Community Engagement and Resilience Fund – GCERF) is an organization independent multi-stakeholder with the aim of being the world’s first aimed at supporting local and community initiatives to build resilience in the face of violent extremist inclinations.
GCERF builds community resilience by helping local and community initiatives to counter the factors contributing to violent extremism. These initiatives promote social cohesion, the agenda community and equal opportunities, and the sense of belonging of individuals.
Objectives
- GCERF’s overall objective in Tunisia is to support the government in the fight against radicalization and recruitment into violent extremist groups, by strengthening the resilience of the community (thus facilitating the reintegration of former members of violent extremist groups).
- To restore confidence in governance and security actors, GCERF intends to focus mainly on its second cycle funding on two strategic areas of intervention identified upstream: improving social cohesion and community agency.
Funding Information
- The maximum amount of funding will be 1 million US dollars per consortium.
- Funding will have a maximum duration of 48 months.
Target Audiences
- Population group 1: Young people of school age (boys and girls between 14 and 18 years old)
- Population group 2: Young unemployed or underemployed (women and men between 19 and 35 years old)
- Population group 3: Religious and community actors
- Population groups 4 and 5: Government actors (local authorities and security and justice actors)
Areas of intervention
- GCERF will fund CSOs and local associations in order to implement programs prevention, building resilience and integration community through improved social and agency cohesion community.
Prerequisites
- Registration of the principal recipient with the competent Tunisian authorities.
- Willingness to accept and assume the role of Principal Recipient (see details in the call for expressions of interest).
Capacities Required
- Experience and ability to support community initiatives addressing factors contributing to violent extremism.
- Have established relationships of trust with the communities and population groups present in the geographic areas mentioned in the call.
- Experience and skills in program design and management.
- Experience and skills in financial management as well as in management and accounting of funding from international donors.
- Experience in managing Secondary Recipients; assessment and capacity building.
