The U.S. Environmental Protection Agency (EPA) is soliciting proposals from eligible applicants to manage a Pesticide Safety Education Funds Management Program (PSEFMP). Specifically, EPA is soliciting proposals from eligible applicants to establish and administer a national subaward program in support of pesticide applicator education and training for certified applicators of restricted use pesticides. A subaward program includes, but is not limited to, the administration and distribution of funds, monitoring sub recipients and measuring and reporting on results.
The cooperative agreement awarded under this program is to establish and administer a national sub award program in support of pesticide applicator education and training for certified applicators of restricted use pesticides.

The total estimated funding for this competitive opportunity is approximately $ 5,500,000 over a five-year period.
Eligibility Criteria
- Applications will be accepted from states; U.S. territories or possessions; federally recognized Indian tribal governments and Native American organizations; public and private universities and colleges; hospitals, laboratories, other public or private nonprofit institutions; local governments; and international entities. Individuals and for-profit organizations are not eligible to apply.
- A non-profit organization, as defined by 2 CFR Part 200.70 means any corporation, trust, association, cooperative or other organization not including Institutions of Higher Education (IHEs) that:
- is operated primarily for scientific, educational, service, charitable or similar purposes in the public interest;
- is not organized primarily for profit; and
- uses its net proceeds to maintain, improve and/or expand its operations.
- For-profit organizations are not an eligible entity for this funding opportunity.
- Additionally, non-profit organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities as defined in Section 3 of the Lobbying Disclosure Act of 1995 are not eligible to apply.
