The Community Development and Homelessness Partnerships Directorate (CDHPD) at the Department of Employment and Social Development Canada (ESDC) is inviting applications for projects that develop innovative and effective best practices or innovatively build capacity to prevent or reduce homelessness in Canada.
The aim of these projects will be to demonstrate the effectiveness of current practices or to develop, test and evaluate a new practice.
The Innovative Solutions to Homelessness funding stream is delivered nationally and supports the development of innovative approaches to reducing homelessness.
Focus Areas
Funding can be used to support activities in three key areas:
- community-based innovative projects to reduce homelessness and/or the cost of homelessness
- building strategic partnerships with key stakeholders
- testing and/or sharing tools, social metrics, and research findings geared towards homelessness
Objectives
- Data collection: effective practices or innovative techniques used to measure the scope of homelessness.
- Interventions for specific populations: testing interventions that work for specific populations such as youth, Indigenous peoples, women fleeing violence, and veterans.
- Strategic partnerships: developing strategic partnerships between service organizations, funders, and unique players (e.g. private sector) to coordinate resources and provide streamlined services to the client.
- Improve socio-economic outcomes: projects that improve employment and related outcomes for homeless or formerly homeless clients.
Funding Information
The total amount of funding available for this CFP under the Innovative Solutions to Homelessness (ISH) funding stream of the Homelessness Partnering Strategy (HPS) is approximately $12,750,000.
Note: The total number of projects or prototypes funded, and the precise amount of funding per project or prototype will be determined based on the number and quality of proposals received. If more funding becomes available, additional projects may be considered.
Eligible Activities
- Development and testing of new innovative tools and resources (including social finance) to prevent and/or reduce homelessness that can be scaled up
- Piloting/testing new project concepts including evaluation, best practices, and lessons learned. For these projects, activities may also include:
- Client services
- Modest capital investments required in connection with an innovative project may be considered on an exceptional basis, up to 25% of the project
- Knowledge development, dissemination, analysis and studies (including those on best practices, regional, national and international experiences, and the feasibility of adopting specific approaches) and translation of the final report
Eligibility Criteria
Eligible entities include:
- Not-for-profit organizations
- Municipal governments
- Individuals
- Research organizations and research institutes
- Public health and educational institutions
- Band/tribal councils and other Aboriginal organizations
- In Quebec, Integrated Health and Social Services Centres and Integrated University Health and Social Services Centres are eligible for funding, consistent with the formal Canada-Quebec Agreement
