The European Union (EU) has announced a call for proposals to support credible, inclusive and transparent electoral process in Niger.
Objectives
The ultimate objective of the support of the European Union is to consolidate the democratic framework, to increase citizen participation and to promote a peaceful process. Support for elections within the framework of EU action is in synergy with those of other partners. This call for proposals is part of the logic of synergy and consistency with the United Nations Electoral Cycle Support Project (PACE) in Niger.
The general objective of this call for proposals is to: strengthen the democratic framework and in particular the electoral process in Niger. The present call for proposals has the following specific objectives:
Specific objective:
- to promote democratic and transparent electoral governance in Niger
- promote an inclusive, transparent and peaceful electoral process
Priorities
This call for proposals has the following priorities:
- Access by the populations of Niger, young people and women in particular, to good information in electoral matters (including the rights of citizens to be elected and to elect according to their choice) allowing them active and informed participation in the process.
- Election observation including monitoring and observation to ensure compliance with the Constitution and electoral laws, and production of an observation report for each of the three polls (for local, legislative and presidential elections).
The action “Support for a credible, inclusive and transparent electoral process in Niger” will be part of a logic of synergy and consistency with the “electoral cycle support project” (PACE) coordinated by the UNDP .
Funding Information
The overall indicative amount made available under this call for proposals is EUR 1,200,000, of which:
- Lot N°1, corresponding to priority N°1: 500,000 EUR
- Lot N°2, corresponding to priority N°2: 700,000 EUR
The Contracting Authority reserves the right not to allocate all funds available.
Eligibility Criteria
Lead Applicant(s)
To be eligible for a grant, the Lead Applicant must:
- be a corporation or an individual and
- have no profit and
- belong to one of the following categories of organizations: non-governmental organization, public sector operator, local authority, international (intergovernmental) organization as defined in article 156 of the financial regulations of the European Union and
- be established in Niger and
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity or entities, and not to act as an intermediary and:
- nitre an organization working in the field of good governance, human rights, citizen participation, gender, youth;
- have proven experience in electoral matters (electoral civic education, prevention of electoral violence, electoral observation, support for electoral processes, etc.);
- demonstrate a good knowledge of the electoral cycle;
- demonstrate a good knowledge of the administrative and institutional organization of Niger show an experience in civic education, especially in electoral civic education;
- demonstrate proven experience in electoral matters;
- To this end, let them demonstrate expertise and experience in terms of support / accompaniment to Nigerian electoral processes.
Two or more applicants fulfilling the above criteria can join a consortium to form a single applicant.
Co-applicant(s)
- The co-applicants participate in the development and implementation of the action, and the frail they support are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria as those which apply to the lead applicant himself.
- Co-applicants must sign the mandate in application form.
- If the grant contract is awarded to them, potential co-applicants become beneficiaries under the action (with the coordinator).
Affiliated entity(ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered affiliated with the lead applicant and / or the co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particularly a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, within the meaning of Directive 2013134 / EU on annual financial statements, consolidated financial statements and related reports of certain forms of business:
- Entities affiliated with an applicant can therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels of control;
- entities directly or indirectly controlling the applicant (corporate partners). Similarly, it can be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (knowledgeable companies).
- Entities affiliated with an applicant can therefore be:
- membership, that is, the applicant has been legally defined as, for example, a network, a federation or an association of which the proposed affiliate is a member, or the applicant is a member of the same entity (for example, a network, a federation or an association, …) that the afftliee entity proposes.
