The European Union (EU) has announced a Call for Proposals under the Civil Society Support Program in Niger – PASOC 3.
Objectives
- The general objective of PASOC 3 is to support the “dynamics of strengthening CSOs so that they play an increased role in the development of Niger, especially through the improvement of the living conditions of the populations, the consolidation of democracy and good governance”.
- This call for proposals has the specific objective (s):
- Specific Objective 1: The effectiveness and credibility of CSOs are strengthened taking into account their diversity.
- Specific objective 2: Collective dynamics within civil society are strengthened.
- Specific objective 3: The dialogue and the dialogue between the public authorities and the civil society are improved and effective.
Priorities
The priorities of this call for proposals are linked to these three objectives which constitute the expected results of the PASOC 3 financing agreement. It is indeed a question of taking care of these three results in an iterative dynamic which relies on a process articulated around 3 levels of intervention implemented mainly via cascading grants:
- The promotion of an environment conducive to CSOs that is necessary for the exercise of the enhanced capacities of civil society, particularly through networking within CSOs.
- Strengthening the effectiveness of CSO participation in policy dialogues, including via dialogue/dialogue Public Authorities/Local elected representatives/civil society/PTF.
- Strengthening the capacity of CSOs to exercise their roles as development-independent actors more effectively, advocating on themes of common interest by involving the research sector and academics.
Size of Grants
Any grant requested under this Call for Proposals must be between the following minimum and maximum amounts:
- Minimum amount: 180000000 F CFA
- Maximum amount: 220 000000 F CFA
Eligibility Criteria
- Lead Applicant
- To be eligible for a grant, the lead applicant must:
- to be a legal person
- be non-profit; and
- belong to one of the following categories: Non-Governmental Organization, Development Association
- be constituted and registered under the legislation in force in Niger for at least 3 years
- be in good standing vis-à-vis the national administration regarding standard memoranda of understanding and activity reports
- be able to prove his experience and ability to manage comparable activities in terms of size and complexity, to those for which he claims a grant.
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and
- provide proof of the organization’s functionality with the statutes, the general assembly minutes.
- Can not participate in calls for proposals or receive grants, potential applicants in any of the situations.
- To be eligible for a grant, the lead applicant must:
- Co-Applicant (s)
- The co-applicant may be a national or international NGO regularly registered in Niger according to the legislation in force. It is required at least 1 co-applicant and at most 2 co-applicants.
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
- Affiliated entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and/or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular, a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member of the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
