EU Call for Proposals: Enhancing Local Authorities Contributions to Governance and Development Processes in Israel

The European Union is seeking proposals from eligible organisations for a  programme entitled “Enhancing Local Authorities Contributions to Governance and Development Processes in Israel” with an aim to support CSOs’ and LAs’ contributions towards reinforced governance, accountability and inclusive policymaking, as envisaged in the “Multiannual Indicative Programme for the period 2014-2020.

Objectives

• Enhance leadership and institutional capacities of small to medium size LAs (with population not exceeding 200,000 inhabitants) to execute their mandate as defined by law, with emphasis on inclusive, transparent and participatory governance at local level.
• Enhance the accountability of small to medium size LAs (with population not exceeding 200,000 inhabitants), including their self-governing capacity and their accountability as public institutions, in particular towards their own citizens (downward accountability).
• Support national Associations of Local Authorities (ALAs) in order to enhance their institutional and operational capacities in performing their main functions.

Size of Grants

Any grant requested under this call for proposals must fall between EUR 300,000 and EUR 400,000.

Eligibility Criteria

• In order to be eligible for a grant, the lead applicant must:
  • be a legal person and
  • be non-profit-making and
  • be Local Authority or Association of Local Authorities from Israel or from a Member State of the European Union and for Local Authorities from Israel19, be a Local Authority with population not exceeding 200.000 inhabitants and
  • be established in a Member State of the European Union or in Israel and
  • be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
• Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
• The lead applicant must declare that the
• Lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
• The Israeli lead applicant may act individually or with co-applicants.
• The lead applicant established in a country other than Israel must act together with at least one coapplicant established in Israel. The co-applicant in this case must be an Israeli LA or ALA.
• If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator in Annex E3h1 (Special Conditions). The Coordinator is the main interlocutor of the Contracting Authority.

How to Apply

• The application procedure consists of two phases:
  • Concept notes
  • Full applications
• In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
