The European Union (EU) is currently accepting proposals from eligible organisations for a programme entitled “Strengthening Democracy through Electoral Reform” with an aim to enable civil society to contribute to the Strengthening Democracy through Electoral Reform process including through domestic election observation, provision of legal aid to citizens to defend their electoral rights, and civic and voter education.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 600 000 and EUR 1017 000.
Location
Actions must take place in The Kyrgyz Republic.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 30 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level;
- be established in a Member State of the European Union or in beneficiaries listed in Annex I to Regulation (EU) No 231/2014, contracting parties to the Agreement on the European Economic Area, or developing countries as stipulated in Regulation (EU) No 236/2014 Article 9
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
- have been registered for at least two years at the submission deadline for concept notes and
- not be affiliated with or financially dependent on a political party and
- not be an international governmental organisation.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant must act with co-applicant(s) as specified hereafter.
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator in Annex E3h1 (Special Conditions). The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinate the design and implementation of the action.
