The European Union has announced a call for proposals to support for the consultation and participation procedure of indigenous populations and local communities within the framework of the project to create the protected area of Messok Dja in the Republic of Congo.
The general objective of this call for proposals is to support the consultation and participation procedure ofindigenous populations and local communities, in accordance with the provisions of Decree No. 2019-201 of 12 July 2019 (hereinafter, decree 2019-201) setting the consultation and participation procedures indigenous populations to socio-economic development projects and programs, in the context of the project to create the Messok Dja protected area in the Republic of Congo.
The specific objectives are:
Support the activities prior to the implementation of the consultation and participation of indigenous peoples and local communities
- In this context, and while ensuring the application of the inclusion-based approach, the participation and non-discrimination, targeting (among others) equality between women and men, the representation of different age groups, the protection of children’s rights, the promotion of Indigenous Peoples’ rights and equal treatment of people living with disabilities, priority activities are:
- Support the establishment of the Consultation Commission, as well as the definition and adoption of its procedures and working methods (terms of reference, internal regulations, route, schedule, etc.);
- Support the updating of an in-depth, inclusive and reliable mapping identifying the parties stakeholders that may be impacted by the project, customary rights holders and customary land management mechanisms, as well as all resource users natural in the project area;
- Support the development and adoption of a Methodological Guide which will develop, in accordance with the national regulations in force and international standards in the matter, the procedure consultation and participation of indigenous populations and local communities. The Methodological guide should present the operational tools planned to facilitate its implementation. work, as well as any other document or tool deemed relevant to the established framework.
Support the implementation of the population consultation and participation procedure indigenous peoples and local communities
In this context, and while ensuring the application of the inclusion-based approach, the participation and non-discrimination, targeting (among others) equality between women and men, the representation of different age groups, the protection of children’s rights, the promotion of Indigenous Peoples’ rights and equal treatment of people living with disabilities, priority activities are:

- Facilitate the implementation of the procedure on the basis of the adopted Methodological Guide;
- Provide technical and logistical support for the work of the Consultation Commission, as well monitoring of fieldwork, including drafting of reports and facilitation for local validations of provisional results, if applicable;
- Support the communication and visibility of the work of the Commission, for the benefit of the public and in particular for the indigenous populations and local communities concerned.
Funding Information
The overall indicative amount made available under this call for proposals is EUR 211,850. The Contracting Authority reserves the right not to allocate all of the available funds.
Grant amount:
Any grant requested under this call for proposals must be between the following minimum and maximum amounts:
- Minimum amount: 211 850 EUR
- Maximum amount: 211 850 EUR
Eligibility Criteria
Lead applicant(s)
To be eligible for a grant, the lead applicant must:
- Be a legal person, or an entity without legal personality, or a Physical person; and
- Be non-profit; and
- Belong to one of the following categories of organizations: organization not government; and
- Be directly responsible for the preparation and management of the action with the co-applicants and the entity or affiliated entities, and not acting as an intermediary.
Co-applicant (s)
- The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those supported by the lead applicant.
- Co-applicants must meet the same eligibility criteria that apply to the applicant leader himself.
- Co-applicants must sign the mandate form.
- If the grant is awarded to them, potential co-applicants become beneficiaries within the framework of the action (with the coordinator).
Affiliated Entities
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
- Only entities which have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two concepts:
- control, within the meaning of Directive 2013/34 / EU relating to annual financial statements, consolidated financial statements and related reports of certain types of companies:
- Entities affiliated with an applicant can therefore be:
- Entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other levels control;
- Entities directly or indirectly controlling the applicant (parent companies). Of the likewise, they may be entities controlling an entity controlling the requestor;
- Entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
- membership, i.e. the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliate is a member, or the requestor is a member of the same entity (for example, a network, a federation, a association,…) than the proposed affiliate.
