European Commission Call for Grant Proposals in Jordan

The European Commission (EC) has announced a call for proposals to contribute to the development of a green, environmentally sustainable and socially inclusive post COVID-19 economy through the enhanced implementation of Jordan’s green growth strategy and action plan, with a focus on the response to the Syrian crisis.

Objectives

The specific objective) of this call for proposals are:

• enhanced coordination and sustainable resource management in the energy, water and agriculture sectors (nexus);
• enhanced management of water and wastewater within Azraq Refugee Camp;
• enhanced circular economy practices within resource efficiency and solid waste management with links to local development.

Priorities

The priorities of this call for proposals are:

• to demonstrate, on real cases, the technical and economic feasibility of green economy/growth projects, focusing on green innovation via efficient use of resources, NEXUS approach, waste management transition within refugee camps and host communities within relevant municipalities, and enhanced green jobs within a circular economy approach (cooperation with public, private sector, Local authorities, academia and NGOs) with a focus on complementarities and partnerships. Also to encourage promoting innovative and replicable solutions in the perspective to the development of the market of green economy in a sustainable way.
• to contribute to full scale implementation of activities to induce behavioural changes and adoption of best available technologies and practices for green economy/growth and to foster investments towards circular economy; regulations and standards; R&D; information and public awareness; training; monitoring; and thereby demonstrate the feasibility, benefits and sustainability of new technical solutions, which can further strengthen Jordan’s drive to introduce the concept of Green Economy.
• to encourage demonstration and “full market” investments, supported by prior existing studies and audits.
• to demonstrate to the public that NEXUS (water-energy-food) and circular economy models as part of the environmentally friendly and decentralised solutions can create green economic development. The whole programme will have a positive impact on climate change, energy conservation, green building practices, as well as on water management, reduction of natural resources degradation (soils and air pollution, and biodiversity threats), efficient use of resources including secondary ones (waste), and sustainable agriculture solutions.
• to set good examples of how public administrations can help the public to understand and implement new and green behaviours and projects.
• to show how Public-Private Partnership (PPP) can be implemented for a wide range of project sizes.
• to promote cooperation between NGOs and Private/ Public sector, local authorities and academia around green economy initiatives.

Funding Information

• The overall indicative amount made available under this call for proposals is EUR 5,000,000. The contracting authority reserves the right not to award all available funds.
• Size of grants
• Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:
  • minimum amount: EUR 1,000,000
  • maximum amount: EUR 1,250,000

Eligibility Criteria

• Lead applicant(s): In order to be eligible for a grant, the lead applicant must:
  • be a legal person and
  • be non-profit-making or profit-making and
  • be a specific type of organisation such as: non-governmental organisation, public sector operator, municipalities, Small and Medium Size Enterprises SMEs, international (inter-governmental) organisation as defined by Article 156 of the EU Financial Regulation  and
  • be established in  a Member State of the European Union or in Jordan
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
• Co-applicant(s)
  • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
  • Co-applicants must sign the mandate form.
• Affiliated entities
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
  • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
    • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
    • This structural link encompasses mainly two notions:
      • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
        • Entities affiliated to an applicant may hence be:
          • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
          • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
          • Entities under the same direct or indirect control as the applicant (sister companies).
      • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,…) as the proposed affiliated entities.
