The European Commission has announced a Call for Proposals under the Civil Society Support Program in Niger – PASOC 3.
Objectives
The general objective of PASOC 3 is to support the “dynamics of strengthening CSOs so that they play an increased role in the development of Niger, especially through the improvement of the living conditions of the populations, the consolidation of democracy and good governance .
Specifically, it is:
- Consolidate the individual and collective capacities of CSOs for increased participation in the implementation of public development policies
- Strengthen opportunities and conditions for dialogue and a more structured dialogue between public authorities and civil society for the development and implementation of public policies, as well as among the various CSOs, between CSOs and partners technical and financial.
The implementation of the program should contribute in particular to:
- better affirm the role of civil society in consolidating democracy and in the fight against poverty
- support the regional and national dynamics of structuring and professionalisation of civil society
- strengthen consultation spaces by supporting existing dynamics and promoting synergies between CSOs, public authorities and local elected representatives.
- strengthen the spaces for consultation between CSOs, public authorities and local elected representatives.
Size of grants
The overall indicative amount made available under this call for proposals is CFAF 3 804 550600 or EUR 5 800 000.
- minimum amount: 250 000000 F CFA or 381123 EUR
- maximum amount: 255 000000 F CFA or 388745 EUR
Eligibility Criteria
Lead Applicant
- To be eligible for a grant, the lead applicant must:
- to be a legal person
- be non-profit; and
- belong to one of the following categories: Non-Governmental Organization, Development Association
- be constituted and registered under the legislation in force in Niger for at least 3 years
- be in good standing vis-à-vis the national administration regarding standard memoranda of understanding and activity reports
- be able to prove his experience and ability to manage comparable activities in terms of size and complexity, to those for which he claims a grant.
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and
- provide proof of the organization’s functionality with the statutes, the general assembly minutes.
- Can not participate in calls for proposals or receive grants, potential applicants in any of the situations
Co-Applicant (s)
- The co-applicant may be a national or international NGO regularly registered in Niger according to the legislation in force. It is required at least 1 co-applicant and at most 3 co-applicants.
- The co-applicants participate in the preparation and implementation of the action, and the costs they incur are eligible in the same way as those borne by the lead applicant.
Affiliated entity (ies)
- The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
- This structural link mainly encompasses two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiaries or first-tier subsidiaries) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-tier subsidiaries), and this is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent companies). Similarly, they may be entities controlling an entity controlling the applicant;
- controlled entities, directly or indirectly, at the same level as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, that is, the applicant is legally defined as, for example, a network, federation or association of which the proposed affiliated entity is a member, or the applicant is a member of the same entity (for example, a network, federation or association) than the proposed affiliated entity.
