The European Commission is currently accepting proposals from eligible organizations for “Enhancing municipalities Capacity for Development” with an aim to support Local Authorities (LAs) and their associations (ALAs) in south Africa to enhance good governance and capacity to become more effective, efficient, responsive and sustainable in carrying out their developmental mandate.
Objectives
- To support initiatives that enhance inclusive and participatory governance
- To enhance the capacity of Local Authorities to be more responsive in the delivery of services and promotion of development and inclusive growth
Priority Issues
- Promote/strengthen the participation of communities, community organisations, women, youth, persons with disabilities and the elderly in the affairs of local government including but not limited to planning, budgeting and budget monitoring, oversight, community based monitoring and evaluation
- Promote/strengthen transparency and accountability in public procurement and budget processes
- Strengthen organisational capacity and governance
- Support Public Private Partnerships and Public Civil Society Partnerships and inter-municipal planning collaborations to improve and meet Local Authorities developmental mandate
Size of Grants
Any grant requested under this call for proposals must fall between EUR 500,000 and EUR 750,000.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be a Local Authority (ies) (local government/municipality or equivalent) and Associations of Local Authorities (ALAs) and
- be established in a Member State of the European Union or South Africa or other eligible countries as per the relevant provisions of the DCI regulation excluding beneficiaries listed in Annex I to Regulation (EU) No 231/2014 establishing an Instrument for Pre-accession Assistance or/and
- be established in the countries that are signatories to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 and,
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary; and
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s). Lead applicants established in other countries other than South African must act together with at least one partner organisation (Local Authority or Association of Local Authorities) established in South Africa as co-applicant. South African lead applicants may act individually or with co-applicant(s).

- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application
