The Frederick County Government has announced the applications for Nonprofit Bounce Back Grants Program.
The Frederick County Nonprofit Bounce Back Grant Program will provide awards to eligible nonprofit (501(c)(3)) organizations who complete an application following submission guidelines.
Priority will be given to those nonprofit organizations that did not receive a Maryland Nonprofit Recovery Initiative (NORI) award. Nonprofit organizations under an umbrella (or fiscal sponsor) are not eligible.
The following types of nonprofit organizations are also ineligible: churches; fraternal and/or civic organizations; homeowner’s associations; labor unions; private, political or public foundations; and cemeteries.
Funding Information
Grant sizes will range from $5,000 to $50,000, as follows:
- Eligible applicants with annual operating budgets at or above $1 million may request up to $50,000.
- Eligible applicants with annual operating budgets at or above $250,000 and below $1 million may request up to $25,000.
- Nonprofits with operating budgets below $250,000 may request up to $10,000.
- The minimum grant request is $5,000.
Eligible uses of funds
If awarded funding, grantees will be required to expend all funds by December 31, 2021.
Requests may be made for program expenses through December 31, 2021, or for eligible reimbursable expenses for the period of March 1, 2020 through December 31, 2021 as long as COVID relief or other funding has not already supported those expenses.
- You may request reimbursement to address the revenue reductions and/or operating expense increases since March 1, 2020 due to COVID-19 and the related coronavirus emergency. Expenses eligible for reimbursement include (but are not necessarily limited to): salary and wages, inventory, rent and utilities, marketing, technology, contracted services, insurance, program expenses, and COVID related items such as PPE, and for which the replacement is critical to the nonprofit’s continuity of operations.
- You may request funding for ongoing activities and programs dedicated to assisting Frederick County residents through December 31, 2021.
Eligibility Criteria
- An organization is eligible for consideration of an award if it:
- has a physical location/address in Frederick County and serves a majority of Frederick County citizens;
- is in good standing with the IRS, the Maryland Secretary of State’s charitable division, and the Department of Assessment and Taxation’s Maryland Personal Property tax division, by providing the appropriate verification documentation;
- has met all requirements for reporting and spending for any previously received Frederick County funding, including Community Partnership Grants;
- is in compliance with Federal, State and local human rights laws (by self-attestation); and
- was established prior to September 1, 2019, and is a financially viable nonprofit whose operations will continue forward.
- Has demonstrated an economic need for funding resulting from revenue gaps/shortfalls and/or expense increases as a result of COVID-19, or during the period of the coronavirus emergency.
- Nonprofit organizations under an umbrella (or fiscal sponsor) are not eligible. The following types of nonprofit organizations are also ineligible: churches; fraternal and/or civic organizations; homeowner’s associations; labor unions; private, political or public foundations; and cemeteries.
